This position is located in Iqaluit, with Pilimmaksaivik (the Federal Centre of Excellence for Inuit Employment in Nunavut) which is part of the Canadian Northern Economic Development Agency (CanNor). Candidates applying from outside of Iqaluit must be willing to relocate to Iqaluit. Relocation assistance is available.

The salary range for this position is: $80274 to $86788 X (under review) plus applicable allowances (approximately $22,000/ year to $37,000/year), as well as vacation travel assistance (approximately $1,500 per person (i.e. for employee and eligible dependents, including spouse/common-law partner), twice per year). Rates and conditions subject to change.
For this selection process, applicants will be considered in the following order:
(1) Those who are Inuit enrolled under the Nunavut Agreement.
(2) If there are no qualified Inuit enrolled under the Nunavut Agreement, persons residing in Canada and Canadian citizens residing abroad will be considered.
The Program Manager, Pre-Employment Training with Pilimmaksaivik is responsible for the development and implementation of a federal whole-of-government pre-employment training plan to support the availability and preparedness for Nunavut Inuit for employment with the Government of Canada. In this role, the Program Manager oversees multiple training programs and initiatives and will work closely with federal departments and agencies with obligations under Article 23 of the Nunavut Agreement as well as the organizations outside the federal public service such as the Government of Nunavut and Nunavut Tunngavik Incorporated.
The Program Manager, Pre-Employment Training supervises three staff, two program officers and a junior program officer to support the initiatives laid out in the pre-employment training plan.

Located in Iqaluit, Pilimmaksaivik was created to support a ‘whole-of-government’ approach (one that works across several federal departments and agencies) to support the Government of Canada build toward achieving a representative public service in Nunavut, including its obligations under Article 23 of the Nunavut Agreement.
Please note: We have an immediate need to staff one position until March 31, 2022. on full-time temporary basis (Term).
We plan to use this staffing process to develop a list of qualified candidates (also called a pool of candidates) for possible future job openings for similar types of position at this level (PM-05). These job openings could be for permanent full-time work or for shorter periods of time, working on a temporary basis (for example, replacing someone on leave). We will also share the names of the qualified candidates on this list with other Federal departments / agencies in Nunavut so they can use it for their job openings.
In the event that an employee of the public service is qualified through this process, he/she may be considered for acting, deployment, assignment or secondment opportunities.
Interchange Canada may also be used as a staffing option.
Inuit enrolled under the Nunavut Agreement who are found qualified in this staffing process will be appointed ahead of other qualified applicants.

ASSET QUALIFICATIONS : EXPERIENCE
Experience working in a Northern environment
Experience working in a cross-cultural environment, specifically as it relates to Inuit (culture and values) and non-Inuit populations
Experience supervising staff or leading project teams
Experience in the development of policies, procedures or guidelines or tools to support program delivery.
KNOWLEDGE:
• Knowledge of current practices to deliver adult basic education, learning and development training activities and/or pre-employment training initiatives in a northern context
• Basic knowledge of programs and services that the federal and territorial governments in Nunavut provide (as it would relate to developing training to support Inuit filling government positions)
ABILITIES:
• Ability to communicate in Inuktut
• Ability to work in a fast paced environment
