Depending on the position being staffed essential qualifications indicated below will be assessed each time using custom tools in accordance with the level of the position being staffed. The Science and Parliamentary Infrastructure Branch (SPIB) of Public Services and Procurement Canada (PSPC) offers a dynamic team, a challenging work portfolio, opportunities for growth, and opportunities to work on unique projects related to laboratories and/or historic buildings.
As part of the SPIB team, you’ll have the opportunity to collaborate with federal and municipal partners across on a range of urban planning initiatives to project delivery. There are opportunities in Ottawa to influence real property across Canada. The portfolio of SPIB includes both Laboratories across Canada and historic buildings in downtown Ottawa.
SPIB provides a single point of service delivery to Crown assets within in partnership with its science and parliamentary partners.
This process will be used to establish a pool of partially or fully qualified candidates which may be used by PSPC to staff similar positions within the EN-ENG group for levels 04 and 05 and similar positions within the AR group for levels 05 and 06.

EDUCATION:
EN-ENG positions:
Graduation with a *degree from a recognized post-secondary institution with a specialization in mechanical engineering, civil engineering, electrical engineering, industrial engineering, or some other engineering specialty relevant to the duties of the position and eligibility for certification as a professional engineer in Canada.
AR positions:
Graduation with a *degree in architecture from a recognized post-secondary institution and eligibility for certification as a professional architect in Canada.

EXPERIENCE:
All levels:
E1. *Recent experience in Real Property project management in design and construction of buildings (construction includes buildings, infrastructure, interior fit up and equipment) or engineering assets. This includes all project delivery phases, from planning, design, to construction, including commissioning and handing over, with varying degrees of ***complexity and magnitude in an environment of competing demands.
EN-ENG-04 and AR-05 levels:
E2. *Recent experience in coordinating multidisciplinary project teams.
E3. *Recent experience with real property procurement processes and contract management.
E4. Experience in managing financial resources
Note: *Recent experience is defined as having at least 3 years' relevant experience within the last 7 years.
***Complex projects must include 3 or more of the following characteristics and have a value of at least $10M: large number of stakeholders requiring specific governance and organized communications, important mechanical / electrical / environmental sustainability component, multi-disciplinary consulting team, interrelated dependencies with other projects or programs, alternative form of delivery, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).
EN-ENG-05 and AR-06 levels:
E2. Experience in managing multidisciplinary project teams including consultants and contractors.
E3. *Recent and **extensive experience with ***complex procurement processes and contract management related to real property or industrial production projects.
E4. Experience and participation in strategic initiatives (such as business priorities and business management framework, etc.) in a large complex organization.
E5. Experience in preparing briefing materials and providing strategic advice and briefings to clients, stakeholders, and/or management (directors and higher levels).
E6. Experience in supervising employees (which may include assigning work and monitoring performance) and financial resources (which may include financial planning, forecasting and reporting).
Note: *Recent experience is defined as having at least 5 years' relevant experience within the last 8 years.
**Extensive experience is defined as the management of several projects/components that are strategically or thematically linked; to qualify on this factor, candidates must demonstrate they manage or have managed the strategic component as well as various types of projects including large projects with a high degree of technical difficulty.
*** Complex projects must include 3 or more of the following characteristics and have a value of at least $20M: large number of stakeholders requiring specific governance and organized communications, important mechanical / electrical / environmental sustainability component, multi-disciplinary consulting team, interrelated dependencies with other projects or programs, alternative form of delivery, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).
ASSET EXPERIENCE:
AE1. Experience in rehabilitation, renovation and new build medical and/or laboratories, high security facilities, or office buildings.
AE2. Experience in planning, developing and delivering sensitive and high-risk projects involving real property facilities.
AE3. Experience in methods of project delivery (Construction Management, Design-Build, Design-Bid-Build, and Public Private Partnerships (P3)).
