What is the role of RP OPS within the National Defense?

The role of the RPOU within DND is to provide building and infrastructure maintenance and repair services as well as to handle the day-to-day operations of the Department's real property portfolio, which includes a wide variety of buildings such as office buildings, airports, secure communications hubs, ammunition depots, thermal power plants, road infrastructure, control
towers, hangars, schools, etc.


Role of the Contract Section

The contract section of the OI detachment is responsible for monitoring household maintenance contracts, legal preventive maintenance that cannot be performed by the detachment technicians, as well as setting up service contracts to execute various works in the detachment infrastructure. The section is an important tool for senior detachment management to quickly execute tasks outside of the detachment's internal capabilities when engineering design support is not required.

Staff must travel to different sites in order to inspect maintenance work or corrective goods. In addition, section members are responsible for certain service contracts, and must schedule inspections, maintenance, or repairs. At certain times, members of the section will produce statements of requirements, and make calls for tenders under the authorization of the Contract Officer.

Duties

What will my roles be?

The role of the contract officer is primarily to manage the human, financial and material resources of the contract section. You will provide advice, technical recommendations, analysis on construction standards, laws and policies to the senior management of the detachment. You will be responsible for approving goods and services contracts, as well as establishing service agreements or standing offers with the support of Public Services and Procurement Canada (PSPC) or Defense Construction Canada (CDC). You will have the opportunity to verify and interpret technical and administrative documents (specifications, statements of needs and works) and perform cost-benefit analysis according to the needs determined by the management of the detachment.

There is an immediate need to staff one (1) permanent position in Saint-Jean-sur-Richelieu (Quebec).

Education:
Hold a diploma of college studies (DCS) or a provincial equivalent in one of the following fields: construction, civil engineering, mechanical engineering, architecture or project management.

Degree equivalency

Experience:
- Relevant experience in personnel management* in the supervision and execution of construction work.
- Relevant experience in contract management in the construction field.
- Experience in the design and drafting of technical documents related to the field of construction.
(*) Management involves, but is not limited to, the following tasks: definition of the duties and responsibilities of the employee, control area in his work, work schedule to be respected, obligations related to the expectations of superiors, the quality
of the expected results of the work.

Education:
University degree in one of the fields of the spectrum of construction, civil engineering, building mechanics, architecture or project management.

Degree equivalency

Experience:
- Experience in contracting within the federal government.
- Experience in using an SAP enterprise resource management system with knowledge of PM or FI/CO or MM modules.
- Relevant experience in supervision employees.

Knowledge:
- Knowledge of housekeeping
- Knowledge of preventive and corrective
maintenance.

Required Conditions of Employment:
- Hold a valid Class 5 driver's license in the province of Quebec or the provincial or territorial equivalent Canadian.
