Innovation, Science and Economic Development Canada (ISED) works with Canadians in all areas of the economy and in all parts of the country to improve conditions for investment, enhance Canada's innovation performance, increase Canada's share of global trade and build a fair, efficient and competitive marketplace.

The Audit and Evaluation Branch provides the Deputy Minister, Senior Officials and departmental management with an independent capability to perform audits, evaluations and reviews that are consistent with legislation and departmental and central agency policies. The Internal Audit Directorate of ISED operates under the Treasury Board Policy on Internal Audit and the Internal Auditing Standards for the Government of Canada, which are based on the Institute of Internal Auditors (IIA) International Professional Practices Framework. Internal audits are carried out in accordance with the Departmental Risk-Based Audit Plan, reviewed and recommended by the Departmental Audit Committee and approved by the Deputy Minister. Audits are selected based on higher risk during an annual departmental risk-based planning process.

Intent of the process

A pool of fully or partially qualified candidates may be established through this process to staff similar positions within Innovation, Science and Economic Development Canada, with various tenures (including acting, assignment, etc.). Results of this process may be used by other organizations within the Federal Public Service.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

ED1: Graduation with a degree from a recognized post-secondary institution; and

Degree equivalency

ED2: A recognized Canadian professional accounting designation (CA, CPA, CMA, CGA) or a recognized Internal Audit certification (CIA, CGAP, CISA, CRMA, CFE).

EXPERIENCE:

EX1: Recent* and significant** experience leading, planning, managing and delivering all phases of an internal audit (planning, conducting and reporting), encompassing programs, policies and operations.
EX2: Recent* experience leading the development of risk-based audit plans.
EX3: Recent* experience providing strategic advice, briefings and recommendations to senior management and/or clients on complex matters related to audit.
EX4: Recent* experience developing and maintaining effective partnerships, both internal and external to their organization.
EX5: Recent* experience managing human*** and financial **** resources

* Recent experience is defined as experience gained through the full-time performance of related duties within the last five (5) years.
** Significant experience is defined as depth and breadth of experience normally associated with having performed a broad range of complex activities related to the task, which are normally acquired over a period of at least two (2) or more consecutive years.
*** Human resources management: Applicants must clearly demonstrate that they have recruited and supervised staff, assigned work, managed and assessed performance and developed staffing and training plans for a minimum of one (1) year. Applicants must indicate the number of staff they supervised.
**** Financial management: Applicants must show evidence of managing a budget. This experience is defined as being responsible for sound financial planning, forecasting, reporting and/or having provided strategic advice to senior management on this matter.

AE2: Experience conducting or managing Quality Assurance activities for an Internal Audit function.
AE3: Experience in data analytics.
AE4: Experience in the audit of information management or information technology (IM/IT).

OPERATIONAL REQUIREMENTS:

Willingness and ability to work overtime on short notice.
Willingness and ability to travel on occasion.
