EDUCATION:
Graduation with a degree from a recognized university in Administration, Business Administration, Commerce, Finance, Regional Development or any specialization in a field related to the duties of the position.
EXPERIENCE:
E1 - Extensive* experience in analyzing and providing strategic advice and recommendations to senior level management (Deputy Minister and/or Minister; CEO, Board of Management) on complex** issues.
E2 - Extensive* experience in providing organizational leadership, direction and informed advice on operational questions or service delivery matters within a decentralized organization.
E3 - Extensive* experience in the delivery of a program and in the management of high-profile operational files and complex** multi-stakeholder environment.
E4 - Extensive* experience in establishing and maintaining effective partnerships and in negotiating agreements with representants of the federal government, other governments (provincial or municipal) as well as with the industry, stakeholders and partners.
E5 - Extensive* experience as an executive providing leadership and executive oversight for large-scale business transformation or change management initiatives.
E6 - Extensive* experience as an executive in managing human*** and financial resources**** through subordinate teams as well as well as the sound and efficient management of a large amount of resources.
DEFINITIONS:
* “Extensive experience” is defined as experience associated with having performed a broad range of related activities which would have been acquired within a minimum of 3 to 4 years at the senior management level (Vice-President, Director General or above).
** “Complex issues” are issues with at least three of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the program delivery for the public service, or having potential for significant media coverage.
*** Human Resources Management implies supervising staff and managing human resources, which may include : developing work plans, assigning work, establishing performance objectives and indicators, managing and conducting performance assessments, developing resourcing plans, providing ongoing feedback, determining needs and approving training, etc. Applicants must indicate the number of employees they supervised.
**** Financial Management implies managing and being accountable for a budget whichmay include: full delegation for a multimillion-dollar budget, forecasting, planning, budget allocation, reporting, etc. Applicants must also indicate the size of the budget they managed directly.
ASSET EDUCATION:
Master Degree from a recognized university in any specialization in a field related to the duties of the position.
ASSET EXPERIENCE:
AE1 - Experience in the development or implementation of large-scale strategies or programs in an economic development setting.
AE2 - Experience at the executive level in implementing digital innovation initiatives related to clients and/or citizens within a large organization.
AE3 - Experience in leading development and implementation of horizontal, complex, intra and inter-departmental and multi-stakeholders’ initiatives.
AE4 - Experience as an executive in the establishment of desired program outcomes and associated KPIs, evaluation of operational or program results and the implementation of change management strategies to enhance performance.
AE5 - Experience as an executive in leading an organization-wide change initiative.
OPERATIONAL REQUIREMENTS:
- Willingness and availability to work after hours and on weekends.
- Willingness and availability to travel frequently and for extended periods of time when needed and on short notice.
