Oversees, manages, plans and monitors the work of the engineering office providing engineering services within the comprehensive framework of the real property life cycle for a base/garrison and its satellites. Defines and manages financial, materiel and human resources. Provides management and integrated engineering services for construction and oversee assessments needed to draw up plans and prepare budgets associated with these programs for approval. Directs the progress of work, allocated budgets, expenses, timelines and employees; assesses advice provided by specialists and provides expert advice and direction to project managers and project teams providing services. Contributes to regional development, and provides support for the achievement of organizational objectives, priorities and commitments. Manages real property service contracts by contracting directly with industry, through Public Services and Procurement Canada (PSPC) and Defence Construction Canada (DCC) and develops business cases and risk assessments, recommends acquisition strategies to optimize the delivery of contracted services, and makes recommendations on delivery methods for required services.

Significant and recent experience in planning maintenance and construction projects.
Significant and recent experience in planning and implementing process improvement.
Significant and recent experience in business case analysis.
Significant and recent experience in managing construction program financial and materiel resources.
Significant and recent experience in managing human resources and leading a multidisciplinary team.
Significant and recent experience maintaining financial budgets and forecasts
Significant and recent experience preparing reports, presentations, briefing notes and correspondence for senior management
* Recent is defined as experience obtained in the last five (5) years.
** Significant is defined as experience associated with having performed a broad range of related activities on a regular basis, for the experience factor in question, which could normally be acquired over a period of approximately two (2) years.

Information on language requirements
EDUCATION
Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.
KNOWLEDGE
Knowledge of project management, proposal development and coordination of activities related to real property.
Knowledge of applicable federal and provincial regulations applicable to the delivery of engineering services.
Knowledge of facilities maintenance
