Intent of the process

This process may be used to establish a pool of qualified or partially qualified candidates that may be used to staff similar positions with various tenures within Canada Economic Development for Quebec Regions and other departments.

Economic Development for Quebec Regions (CED) offers financing and guidance to Quebec businesses and regions. We focus our interventions on SMEs and non-profit economic organizations. As a Director, you would be responsible for delivering a broad range of service all depending on the position to be filled (various positions). You would work in partnership with your national colleagues, other federal departments, the Government of Quebec partners and other socio-economic stakeholders to ensure optimal service delivery.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Graduation with a degree from a recognized university in Administration, Business Administration, Commerce, Finance, Regional Development or any specialization in a field related to the duties of the position.

Degree equivalency

EXPERIENCE:
E1 - Significant* experience in managing the development and/or the implementation of operational plans for the delivery of a program or a service within an organization.
E2 - Recent** experience in the evaluation of operational or program results and the implementation of change strategies to enhance the performance.
E3 - Recent** experience in building and maintaining effective collaborative relationships with multiple stakeholders to advance organization's priorities.
E4 - Recent** experience in providing advice, briefings and recommendations to influence senior level management (Director or equivalent and above) on decision making on complex*** programs and/or operational issues.
E5 - Experience in managing human resources****.
E6 - Recent** experience in sound management of financial resources*****.

DEFINITIONS :
* "Significant" experience means for a period of approximately three (3) years. Clear and specific examples must be provided by applicants in their application demonstrating evidence of accountabilities and deliverables.
** "Recent" is defined as experience normally acquired within the last five (5) years.
*** "Complex" is defined as including at least three (3) of the following characteristics: multi-disciplinary, multi-jurisdictional, sensitive/confidential, affecting many partners or stakeholders, precedent setting, significant media interest, or having a major impact on organization operations, capabilities, or programs.
**** Experience in managing human resources means significant experience in effective workforce management to maximize organizational results. Some examples of managing human resources may include: managing through subordinate teams, assigning work, establishing vision, directions, priorities, managing performance, developing resourcing plans, determining workforce needs and managing talent and approving training, etc. Applicants must indicate the number of staff they supervised and the duration.
***** Some examples of managing financial resources may include: full delegation for a budget, and resource planning (e.g. forecasting, allocating budget), managing (e.g. monitoring, adjusting), and reporting (performance measurement), etc. Applicants must indicate the size of the budget they managed directly and indirectly.

ASSET EDUCATION:
Master Degree from a recognized university in any specialization in a field related to the duties of the position.

ASSET EXPERIENCES:
AE1 - Experience in the development or implementation of strategies or programs in a regional economic development setting.
AE2 - Experience in establishing strategic plans that entail priorities and desired outcomes linked to national direction.
AE3 - Experience in the management of complex grants and contributions programs in a complex environment.
AE4 - Experience in client-focused service delivery which could include SMEs, Not for profit organizations.
AE5 - Experience in representing your organization in order to promote its policies, programs, services or priorities with other organizations such as government departments or agencies, private sector or organization specialized in economic development.
AE6 - Experience managing a decentralized workforce.
AE7 - Experience in operating in a matrix type environment.

OPERATIONAL REQUIREMENTS:
- Willingness and availability to work after hours and on weekends.
- Willingness and availability to travel when needed and on short notice.
- Own a valid driver's license.
