This process will be used to staff the following positions:

Team Leader, EX Resourcing – 2 vacant positions :
Within Executive Resourcing you will lead a talented team of innovative HR Advisors and HR Assistants who provide specialized, tailored, client-centric service to our executive cadre. Team outputs allow for creativity, while maintaining a high degree of quality and detail.

Team Leader, Non-EX Resourcing – 1 vacant position and 2 anticipatory :
You will lead a competent, motivated and professional team of HR advisors and HR assistants (approx 7-10 employees) who is responsible for providing value-added, client-centric resourcing services to a portfolio of IRCC branches (approx 1,000 positions).

Intent of the process

The current need is to staff several team leader positions in the Integrated Service Delivery Division of the Human Resources Branch with a linguistic profile of bilingual imperative CBC/CBC. These positions are located in Etobicoke (Ontario), Ottawa (Ontario), Montréal (Québec) and Vancouver (British-Columbia). This process may be used to establish a pool of candidates that may be used to staff similar positions at an identical or equivalent group and level with various official language proficiencies (Bilingual Imperative CBC/CBC and Bilingual Non-Imperative CBC/CBC), various security profiles, various tenures, various locations and various staffing mechanisms at Immigration, Refugees and Citizenship Canada.

EDUCATION
ED1. Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience.

2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

EXPERIENCE

EXP1. Significant* experience in delivering operational resourcing services (e.g. providing strategic staffing advice on complex cases**, staffing options and strategies to management, developing job advertisement material and evaluation strategies and tools, leading selection committees, conducting reference checks, providing feedback to participants, conducting outreach activities and sending letters of offer).

EXP2. Experience influencing colleagues and clients to achieve results.

*Significant is defined as experience that, due to its scope, is equivalent to experience typically acquired over a period of at least three (3) years.
**Complex is defined as the diversity of cases handled and the degree of independence shown. It refers to the variety of cases on different topics that involve, for example, in-depth research, a variety of stakeholders and a combination of Human Resources disciplines.

ASSET EXPERIENCE

AEXP1. Experience in writing briefing notes and reports for senior management.
AEXP2. Experience delivering operational resourcing services for a federal government organization under the Public Service Employment Act.
AEXP3. Experience in leading major projects. Major refers to the scope, complexity, impacts, risks and multidisciplinary nature of the project.
AEXP4. Experience using a data-driven approach to inform on talent acquisition, staffing or on recruitment and communication strategies
AEXP5. Experience using recruitment software (eg. Taleo, SuccessFactors, Vidcruiter).
AEXP6. Experience developing and delivering presentations.
AEXP7. Experience managing employees.
