Intent of the process

-This process will be used to staff various bilingual AS-02 positions within the RCMP in Ottawa, Ontario. Most positions are located at 73 Leikin Drive in the South-West of Ottawa (Barrhaven). This pool will not be used to staff positions outside of the RCMP.
-ALL positions staffed will require a bilingual profile of BBB/BBB or higher and will require an RCMP enhanced reliability security clearance level or higher.

Candidates who have already participated and fully qualified in a similar AS-02 advertised process with the RCMP or other federal government department are asked to apply to this current advertisement and to advise us via the contact e-mail address below concerning the details of the other process (process number, link to advertisement, etc.) We will analyse each request on a case by case basis to determine if the other process will be accepted in whole or in part.

ALL positions staffed through this process will be BILINGUAL IMPERATIVE. There will not be any unilingual positions in this process. The minimum language level that will be required for your second language is a B level (intermediate) for a minimum profile of BBB/BBB. The C level (Advanced) may be required for some positions (CBC/CBC, CBB/CBB, CCC/CCC, etc).
If you have already been tested by the Public Service Commission (PSC), have received a level B or higher in Reading, Writing and/or Oral interaction and your results have not expired, please ensure that you have an original copy ready to be sent to us upon request. If you have expired results or have never passed these exams, you will be contacted and scheduled for appointments during the process.

The Public Service Commission`s Written Communication Proficiency Test (WCPT) will be administered to assess this element, see the link at the top of this poster. If you have previously written this standardized exam and have obtained at least the minimal pass mark of 25/50, please ensure that you have an official copy of your result ready for us upon request. 3. Ability to communicate effectively orally;

4. Dependability;

If you have previously written this standardized exam and have obtained at least the minimal pass mark of 3400, please ensure that you have an official copy of your result ready for us upon request. The following may be applied / assessed at a later date (may be needed for the job)

ASSET EXPERIENCE - "Nice to have" (You will be asked at a later date if you possess any of these assets and if so, you will be asked to demonstrate in detail, using concrete examples how you meet them) These assets may be used by hiring managers when making selection decisions from the pool of qualified candidates.

1. Experience working in the office of an executive;

2. Experience in coordinating meetings, conferences, information sessions and/or events;

3. Experience in scheduling and organizing business travel arrangements and processing claims;

4. Experience in the use of Microsoft Office software including Word, Excel and PowerPoint.

5. Experience in financial administrative duties including preparing financial reports, monitoring and reporting on budgets and asset management;

6. Experience manipulating and analyzing financial information using a financial system, such as SAP;

7. Experience working in a protected information environment;

8. Experience in supervising staff;

9. Experience in project management;

10. Experience working in a human resources environment;

11. Experience providing administrative support in an Access to information and privacy (ATIP) team;

12. Experience coordinating administrative services in the field of health, safety, security or emergency response;

13. Experience in the provision of compensation services within the Federal Public Service;

14. Experience applying policies, directives, procedures or legislation;

15. Experience working in a legal or policing environment;

16. Experience in preparing and editing documents;

17. Experience researching and analyzing information obtained from different sources;

18. Experience in providing options and/or recommendations;

19. Experience working in a structured Information Management record environment.

Conditions of employment

Reliability Status security clearance - The pool of candidates will be used to staff positions requiring an RCMP enhanced reliability, a Secret or Top Secret clearance.
All applicants for positions within the Royal Canadian Mounted Police will be subject to a thorough security clearance process which includes an interview wherein questions may include (but not limited to), reference checks, previous employment, on-line activities, credit checks, alcohol and/or drug use.

Other Conditions of Employment may be required depending on the positions being staffed.

ASSESSMENTS:
The PSC`s Second Language Evaluations (SLEs) will be administered for candidates with expired results, no results or results lower than a B level. Reading and Writing exams will be scheduled first and those who succeed with at least a B level in both exams will be scheduled for the Oral Interaction exam as well as the PSC standardized exams (TOJ and WCPT).
In addition, please note that interviews may be conducted using a pre-recorded video submitted online by candidates and subsequently assessed by the Board Members. More information will be shared with those invited to an interview. Reference checks will also be conducted.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Please note that due to the COVID-19 restrictions, all in person evaluations, including Second Language Evaluations are suspended until further notice. As none of our exams can be completed online, we will be inviting candidates to complete these evaluations at our office at a later date. Candidates who are accepted at the screening stage (education and essential experience) will be contacted as soon as it is safe to start assessments.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
