**Applications will be considered and assessed at regular intervals. The candidates who meet the Essential Qualifications will be deemed qualified after each round and will be placed in a pool for immediate consideration for EC-06 positions being staffed.**
In your PSRS questionnaire responses, clarity, coherence, conciseness as well as appropriate attention to detail (spelling, grammar and relevance to the factor being substantiated) will be used to evaluate the essential qualifications. Along with your CV, you need to provide the contact information (names, phone number and email address) of two professional references, including the name of your current supervisor and a supervisor within the last 3 years.Your referees must be able to clearly substantiate your work experience, abilities and/or competencies.
- As part of the Area Management team, contributes to the development of operational plans for Census data collection activities; and manages census field and office operations for a Local Census Office (7-day collection operation).
- Manages the financial, human and material resources for the assigned Local Census Office (LCO); and manages the recruitment process for both Public Service Employment Act (PSEA) and Statistics Act employees required to meet the demands of a large temporary workforce.
- Develops collections strategies and contingency plans; establishes and defines priorities; monitors and evaluates the cost, quality, efficiency, productivity and security of LCO data collection systems and processes; analyzes and produces reports on the progress of the LCO activities; and resolves problems including but not limited to the need for development, modification and adaptation of operational processes.
- Monitors performance indicators; reports on the efficiency and effectiveness of LCO operations; and implements corrective action to resolve problems. Evaluates cost efficiencies, productivity and security of the Local Census Office.
- Implements and provides expert interpretation of departmental legislation and the application of Statistics Canada policies and procedures; and leads the preparation and delivery of training to Assistant Manager, Field Operations, Assistant Manager Collection Unit, Assistant Manager Recruitment and Administration Officer.
- Represents the department in consultations with the general public to solicit participation from non-respondents, responds to and resolves complaints; and contributes to public relations activities to promote Census Communications and respondent co-operation.
- Represents the LCO in regional and/or department committees involved in the evaluation of the Census collection activities and provides advice on proposed modifications to operational procedures.
- Disseminates and collects evaluation reports for the assigned LCO; summarizes findings; and makes recommendations for program improvements.
- Provides support to Regional administration with the opening of the office space such as visits during construction fit up, ensures office readiness for the beginning of field activities as well as closing down the LCO once operations have been completed.

Statistics Canada conducts the Census of Population in order to develop a statistical portrait of Canada and Canadians on one specific day. The census is designed to provide information about people and housing units in Canada by their demographic, social and economic characteristics.
The Census of Population is a reliable basis for the estimation of the population of the provinces, territories and municipal areas. The information collected is related to federal and provincial legislative measures and provides a basis for the distribution of federal transfer payments. The census also provides information about the characteristics of the population and its housing within small geographic areas and for small population groups to support planning, administration, policy development and evaluation activities of governments at all levels, as well as data users in the private sector.
The pool of qualified candidates established from this process may be used to staff similar positions for the 2021 Census with various linguistic profiles, tenures and/or security clearances.

Successful completion of two years of a post-secondary school program with acceptable specialization in social science, statistics, library/archival work or a law-related field OR an acceptable combination of education, training and/or experience, that is comparable to the minimum education stated above, may serve as an alternative.
