Work environment

The workplace is located at 104 Dalhousie Street in Quebec City, near the Musée de la Civilisation and several restaurants. Go for a run along the St. Lawrence River or take a walk in the historical district of Petit-Champlain during your lunch break. Take your car, your bike or the bus to get to work: you have several options! A place to secure your bike is provided and the building is equipped with showers.

Our small regional team provides internal services in occupational health and safety, personnel security, security and emergency services (SSES) for the Quebec Region of Fisheries and Oceans Canada and the Canadian Coast Guard. We work in a highly reactive environment that is constantly trying to support managers and employees in the implementation of SSES best practices. Thus, we are helping to ensure that the department is able to provide critical services to Canadians.

Intent of the process

This process has three (3) streams :
1. Regional Occupational Health and Safety Officer
2. Regional Security and Emergency Services Officer
3. Regional Security Officer

The intent of this process is to staff three [3] temporary positions until march 31, 2022.

A pool of partially qualified candidates will be created and may be used to fill similar permanent or temporary positions within Fisheries and Oceans Canada.

EDUCATION
- A secondary school diploma.

Degree equivalency

EXPERIENCES
- Significant* experience in solving complex problems related to occupational health and safety (OSH), and/or security and/or emergency services.

- Significant* experience in providing functional advice and making recommendations regarding laws, regulations, policies, standards and procedures related to health and safety (OSH), and/or security and/or emergency services.

* “Significant” is defined as the breadth, depth and complexity of experience normally associated with full-time performance of duties for a period of one (1) year in the last five (5) years).

EDUCATION
- Successful completion of a university certificate in health and safety (OSH).

- Successful completion of an emergency management certification and/or business continuity program.

Degree equivalency

EXPERIENCES
- Experience in developing and implementing a mandatory awareness and training program in the area of health, safety, security or emergency management.

- Experience in project management.

- Experience in security assessments or threat and risk assessments.

- Experience in providing advice or services in ergonomics.

- Experience with secure communication equipment (COMSEC).

- Experience in business process analysis and work optimization.

KNOWLEDGE
- Knowledge of occupational health and safety policy framework in the federal public service (for example, Canada Labor Code Part II, Canada Occupational Health and Safety Regulations, National Joint Council directives, etc.)

- Knowledge of prevention and resolution principles regarding the risks and common problems associated with OSH in an operational environment.

- Knowledge of roles and responsibilities of employers, employees, local OSH committees/representatives and OSH policy committees to support effectively the delivery of an OSH program.

- Knowledge of accident investigation principles and inspection procedures.

- Functional knowledge of the Directive on Security Management (Treasury Board of Canada Secretariat).

- Technical knowledge of security equipment, such as door hardware, controlled key systems, electronic access control, camera surveillance systems, etc.

- Knowledge of emergency management principles and mechanisms of the federal government.

- Knowledge of the Incident Command System (ICS).

OPERATIONAL REQUIREMENTS
- Accept to travel occasionally for work.
- Hold and keep a valid driver’s licence.
- Accept to work overtime occasionally and be able to do so.
