Assessment accommodation

Duties

- As part of the Regional Census Centre Management team, contributes to the development of regional strategies and operational plans; and manages the organization, planning, scheduling and control of Census data collection activities (7-day, collection operation) for a large regional area comprised of a number of Local Census Offices (LCOs).
- Manages the financial, human and material resources for the assigned area; and monitors, analyzes and resolves problems associated with resource allocations/expenditures and human resource recruitment strategies for the LCOs.
- Directs statistical data collection activities for the assigned LCOs; and contributes to the planning and implementation of collection methodologies and techniques related to the Census Program.
- Monitors response patterns and respondent behaviour, variances in response rates, assesses their impact on field collection operations within the area and provides advice and guidance on options to resolve problems identified.
- As a subject matter expert, provides expert direction and guidance to LCO Managers and staff on the interpretation of departmental legislation and the application of Statistics Canada policies and procedures; and leads the preparation and delivery of training to LCO managers.
- Represents the department at area public relations venues intended to promote Census participation.
- Represents the Region or Regional Census Centre area in regional and/or departmental committees or departmental multidisciplinary project teams as a Census collection expert and provides advice on proposed modifications to operational procedures.
- Oversees the dissemination and collection of evaluation reports for the assigned Region or Regional Census Centre; and contributes, through briefings to discussions on enhancements to the overall Census Program.

Work environment

Statistics Canada conducts the Census of Population in order to develop a statistical portrait of Canada and Canadians on one specific day. The census is designed to provide information about people and housing units in Canada by their demographic, social and economic characteristics.

The Census of Population is a reliable basis for the estimation of the population of the provinces, territories and municipal areas. The information collected is related to federal and provincial legislative measures and provides a basis for the distribution of federal transfer payments. The census also provides information about the characteristics of the population and its housing within small geographic areas and for small population groups to support planning, administration, policy development and evaluation activities of governments at all levels, as well as data users in the private sector.

Intent of the process

The pool of qualified candidates established from this process may be used to staff similar positions for the 2021 Census.

Successful completion of two years of a post-secondary school program with acceptable specialization in social science, statistics, library/archival work or a law-related field OR an acceptable combination of education, training and/or experience, that is comparable to the minimum education stated above, may serve as an alternative.

Degree equivalency

Significant experience* planning and managing large projects.
Significant experience* in the management of human and material resources.
Recent** experience in managing financial resources (budget preparation, financial reviews or forecasts) in an automated environment.

*Significant experience is defined as the depth and breath of experience normally associated with full-time performance of duties for a minimum of two years within the last five years or past census experience as a Local Census Office Manager (LCOM) or higher.

**Recent experience would normally be defined as experience gained within the last year, or experience gained in Census 2016 as a Local Census Office Manager (LCOM) or higher.

As an excluded employee, you will be subject to the majority of the provisions of the Public Service Employment Act with some exceptions. Your employment will be subject to the following:

• You will be entitled to seven days' notice if you are rejected on probation.
• You will be entitled to seven days' notice when your employment ends, should your services no longer be required by reason of lack of work, the end of the census cycle or the transfer of work to other staff.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
