Intent of the process

This is an anticipatory inventory selection process.

This inventory will be used to staff identical or similar positions at the Department of Fisheries and Oceans Canada with various language requirements and various security requirements (Reliability Status and Secret clearance). These positions may be of different tenures.

EXPERIENCE
STREAM A - Project Manager;
EXP1 - Recent* and significant** experience in the delivery of Canadian Coast Guard (CCG) programs or sub-programs in the following areas:
• CCG Life Cycle Management Activities;
OR
• CCG Operational Support Activities;
OR
• CCG Service Delivery Activities.

STREAM B - Project Manager;
EXP2 - Recent* and significant** experience as a Project Manager/Project Officer or as member of the multidisciplinary project team (Marine Engineering, Mechanical Engineering, Electrical Engineering, Naval Architecture) for ship repair OR refit OR ship construction project(s) including at least four (4) or the following six (6) sub activities:
• providing engineering OR technical OR project support for ship repair OR refit OR ship construction project(s).
• representing organization/department on a variety of multi-disciplinary engineering or technical regulatory board, working groups or committees.
• analyzing and developing Statements of Operational Requirements or Technical Statements of Operational Requirements related to the construction, modification, modernization and refit of seagoing vessels.
• providing technical advice and recommendations to senior management***.
• developing and maintaining collaborative working relationships with internal and external stakeholders.
• writing reports, work plans and schedules, briefing notes and impact analysis or technical documents.

STREAM C - Project Manager;
EXP3 - Considerable**** experience working as a Project Manager or member of a project having experience in three (3) of the following:
• preparing and maintaining work plans OR risk analysis OR financial OR project progress reports.
• managing project budgets including approval of project expenditures.
• planning and monitoring project scope and schedules including change management requests.
• coordinating project implementation, work packages and estimates.
• liaising with suppliers on contractual, cost/schedule, scope management and quality performance of deliverables.

Stream D - National Asset Class Manager;
EXP4 - Significant** experience planning and organizing consultations with stakeholder to solicit their input and gain their support on various initiatives;
EXP5 - Experience providing support, advice and guidance to clients and management;
EXP6 - Experience developing resource / work plans or business cases;
EXP7 - Experience providing strategic advice or recommendations to senior management***

DEFINITIONS:
* Recent is defined as experience within the last five (5) years.

** Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of at least two (2) years.

***Senior Management is defined as Director Level and above.

****Considerable experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of at least three (3) years.

AEXP1 - Experience managing complex acquisition or in-service projects.
AEXP2 - Experience supervising and/or leading staff and/or teams in a marine environment.
AEXP3 - Experience as a Project Manager in managing a project through various life cycle phases from Project Initiation to Project Completion and close out.
AEXP4 - Experience liaising with Public Services and Procurement Canada on the development, coordination and on-going management of acquisition projects
AEXP5 - Experience as a project manager in a major capital project within the Canadian Coast Guard.
AEXP6 - Experience developing and / or carrying out quality assurance and quality inspection activities.
AEXP7 - Experience onboard a vessel engaged in Canadian Coast Guard (CCG) or Department of Fisheries and Oceans (DFO) programs.
AEXP8 - Experience analyzing and developing Statements of Operational Requirements or Technical Statements of Operational Requirements related to the construction, modification or modernization of a CCG asset.
AEXP9 - Experience planning, developing and organizing projects.
