Real Property Services (RPS) is the government's real property centre of expertise. We manage one of the largest and most diverse portfolios of real estate in Canada, and provide federal departments and organizations with affordable, productive work environments and a full range of real property services.
WHAT ABOUT THE SECTOR?
The Real Estate Services service line offers real property advisory and brokerage services, including the planning and execution of binding real property agreements for acquisitions, leasing, disposals and expropriation, along with other real property related services such as property valuation and PILT administration. The service line’s functions include: leasing and letting, acquisitions, disposals, and PILT.
WHAT ABOUT THE PILT PROGRAM DIRECTORATE?
The Constitution Act exempts federal Crown property from paying real property taxes levied by local taxing authorities. Under the provisions of the Payments in Lieu of Taxes Act the federal Crown can contribute to the cost of local government in a manner that resembles property taxes paid by other property owners. The Minister of Public Services and Procurement exercises a discretionary authority to establish the federal value and the effective tax rate used to calculate the amount of the payment

The current need is to staff one (1) position indeterminately in Gatineau. A list of partially qualified candidates will be established through this process to staff positions within the Department of Public Services and Procurement Canada. The pool may be used to initiate any appointment process for positions with various tenures, linguistic requirements and security requirements.

EDUCATION
◦ Successful completion of 2 years of a post-secondary program with acceptable specialization in social science, statistics or a law-related field
EXPERIENCE
◦ Significant* experience in valuation of properties or portfolios of property, including special purpose or limited market properties.
◦ Experience evaluating the impacts of legislation in Canadian property taxation and assessment / valuation.
◦ Experience providing strategic advice regarding complex assessment and property taxation issues.
*Significant experience is defined as being one in which the person's primary responsibilities include these duties for a minimum of 2 years on a full-time basis. It also refers to the depth and breadth as well as complexity of tasks involved in acquiring the level of skill expected for that level.

ASSET EDUCATION
◦ Successful completion of 2 years of a post-secondary program with Acceptable specialization in real property.
ASSET EXPERIENCE
◦ Experience providing expert witness evidence, with regard to real property valuation, assessment or taxation, at Court or Tribunal Hearings.
◦ Experience managing human resources.
◦ Experience managing financial resources.

◦ Holding and maintaining throughout employment period a valid professional designation of either the Accredited Appraiser Canadian Institute (AACI) designation - professional appraiser from the Appraisal Institute of Canada or the évaluateur agréé designation from the Order of Chartered Appraisers of Quebec or an acceptable equivalent designation such as MIMA, RIBC, AAMA or AMAS.
