Our Fiduciary Risk, Compliance and Fraud Division, of the Management of Grants & Contributions Bureau, is comprised of four Units: Financial Compliance (FCU), Financial Risk Assessment (FRAU), Fraud Management (FMU), and Fiduciary Risk and Practices Development (FRPD). Our teams are made up of dynamic, motivated and positive individuals, always looking for ways for opportunities to improve and innovate our tools and processes. This job poster will be used to fill jobs at the FI-03 level within three units: FCU, FRAU and FMU. The FCU is responsible for the coordination and planning of activities to strengthen the financial capacity of our partner organizations, the development and implementation of the annual audit plan, and more. FRAU is responsible for assessing the financial viability and financial management capacity of organizations receiving funding from GAC. FMU manages all Grants & Contributions allegation or actual case of misuse of funds, fraud, bribery, corruption or financial irregularity which may involve the Department’s funding or which could put the Department’s funding at risk. EDUCATION:
• Being a recognized Canadian Chartered Professional Accountant (CPA)

Degree equivalency

EXPERIENCE:
• Significant experience* in completing audits in accordance with Canadian Auditing Standard (CAS) of not-for-profit organizations, for-profit organizations and crown corporations.
• Considerable Experience** in performing detailed review of documentation related to audits, prepared by peers or staff.

*Significant will be evaluated in terms of length, complexity and diversity of work experience that was a core part of the candidate’s employment and would have normally been obtained through approximately five (5) years of experience in the last ten (10) years.
** Considerable Experience will be evaluated in terms of length, complexity and diversity of work experience that was a core part of the candidate’s employment and would have normally been obtained through approximately two (2) years of experience in the last ten (10) years.

• Considerable experience** in performing financial statement ratio analysis of not-for-profit or for-profit organizations
• Experience in working for a not-for-profit organization preparing financial statements
• Significant experience* in conducting compliance audits in accordance with CAS
• Significant experience* in conducting audits overseas in accordance with CAS
• Experience in supervising and directing teams (minimum 3 people) on a consistent basis over a minimum of 2 years
• Experience providing advice to senior management or Board of Directors of clients on good governance practices or structures
• Experience with MS Access (i.e. creating fields, forms, queries)
• Experience with using advance functions in Excel (i.e. macros, pivot tables, conditional formatting)
• Experience in analytic techniques (including data extraction, transformation and load, validation, data exploration, design and evaluation of models)
