Work environment

Indian Oil and Gas Canada (IOGC) is seeking a qualified Petroleum Engineer to work within the Resources Analysis and Compliance team.

IOGC is a special operating agency within Indigenous Services Canada. The organization is responsible for the administration of oil and gas resources on First Nation reserve lands across Canada, primarily south of the 60th parallel. Much of our work is in Western Canada in the area of the Western Canada Sedimentary Basin.

What does a Petroleum Engineer do?

Maintains and updates a hydrocarbon resource computer data base for assigned reserves by applying principles of petroleum engineering to calculate and track First Nations’ oil and gas assets.

Identifies, evaluates and analyses instances of potentially inequitable production and reservoir depletion, (which may result in loss of revenue to the First Nation), and develops, recommends and implements appropriate courses of action to remedy these situations.

Creates and prepares presentation materials on topics of importance to the understanding of oil and gas exploitation and resource administration and stewardship. Delivers oil and gas presentations to First Nation councils and other stakeholders.

Determines when projects such as oil and gas reservoir studies and economic evaluations should be contracted out. Develops terms of reference, evaluates bids and oversees the conduct of the work.

Plans, organizes and conducts economic evaluations of proposed royalty structures.

Provides analyses and recommendations to senior management on emerging issues and opportunities, and develops, recommends and implements strategies for resolution.

Provides professional support and technical advice to First Nations’ councilors and administrators, senior management and staff from other functional units.

Prepares annual forecasts of oil and gas revenues for First Nations and other stakeholders.

Intent of the process

The intent of this process is to staff one (1) position for a two (2) year period. A pool of qualified candidates may be established and used to staff similar positions with various tenures.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized post-secondary institution, specializing in petroleum engineering, reservoir engineering, exploitation engineering, geological engineering or another engineering specialty relevant to the duties of the position

Degree equivalency

Certification as a professional engineer in Canada

Extensive* experience working in the upstream sector of the oil and gas industry as a reservoir engineer, or as an engineer with a specialty relevant to the duties of the position
*Extensive is defined as the depth and breadth of experience normally acquired over a period of five (5) to six (6) years

Experience conducting economic evaluations of oil and gas opportunities

Information on employment equity

Indian Oil and Gas Canada employs a classification system that differs from that utilized in the core public administration. An AB-08 position is comparable to a position classified at the EN-ENG-03 group and level, as it relates to the annual rates of pay only. This advertised position is subject to the Indian Oil and Gas Canada Directive on Terms and Conditions of Employment for AB01 to AB08.

Assessments will be comprised of a review of candidate applications, an exam, an interview and reference checks.

A random or top down selection of candidates may be used in the determination of those to be given further consideration in the assessment process.

Please note your overall conduct and communications, including email correspondence, throughout the entire process may be used in the assessment of qualifications and competencies.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
