The Transportation Safety Board of Canada (TSB) is part of the core public service administration named in Schedule IV of the Financial Administration Act (FAA) and is also subject to the Public Service Employment Act (PSEA). This being said the TSB is an independent arm's length agency that reports to Parliament through the President of the Queen's Privy Council for Canada. The TSB is a small organization with approximately 220 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner in 10 locations across Canada. Employees work in a collegial and collaborative environment.

Intent of the process

The intent of this process is to establish a pool of partially assessed candidates. Similar positions may be staffed through this process with various tenures, location, language profiles and/or requirements and security requirements.

EDUCATION:
A secondary school diploma or employer-approved alternatives.

Degree equivalency

EXPERIENCE:
Significant* experience producing and editing videos, including 2D motion graphics animations, 3D animations and live action;

Significant* experience using digital single lens reflex (DSLR), or mirrorless cameras;

Significant* graphic design experience.

Experience using apps found in Adobe Creative Cloud for image/video production and post-production.

Experience providing technical support and guidance to clients to help determine multimedia needs and content.

Experience writing technical reports;

* Significant experience refers to an acceptable combination of breadth, depth, complexity of tasks that can normally be acquired in 5 years of work in the field.

A college or university degree in a field related to multimedia imaging.

Degree equivalency

EXPERIENCE:
Experience using photogrammetry as an analysis tool.

KNOWLEDGE:
Knowledge of techniques and methods relating to video production and post production including various video Codecs and image formats.

Knowledge of the methods to provide photographic and/or video documentation.

ABILITIES:
Ability to edit and produce short videos.

Ability to write short factual reports detailing multimedia imaging work.

Ability to document accident wreckage using photo and video.

Ability to communicate effectively verbally.

Ability to communicate effectively in writing.

KNOWLEDGE:
Knowledge of the Transportation Safety Board and its mandate.

Knowledge of multi-modal transportation systems (marine, aviation, rail and pipeline).

Knowledge of forensic video or image analysis

Knowledge of image enhancement techniques.

Ability to calculate/determine speed, trajectory and distances using rudimentary mathematical formulae.

Meet the Occupational Health Assessment (Periodic III).

Possess a valid driver’s license in Canada.

Agree to deploy to accident sites where there may be exposure to disagreeable and difficult working conditions and to extreme climatic conditions.

Agree to respond and travel on short notice during and after normal working hours and on statutory holidays.

Agree to travel within Canada and abroad, including travel by car, rail, ship and air.

Willingness to undergo TSB required training.
