Assessment accommodation

Duties

What is the function of Leasing Services?

Public Services and Procurement Canada’s Leasing Services acts as the real estate agent for the Government of Canada in the acquisition of leased accommodations and the letting of government-owned property to the private sector. A strategic component of project planning, providing knowledge of the markets to make informed decisions and provide cost effective solutions. Acquire leased accommodation through open fair and transparent tender process or negotiations, conducting site reviews and property assessments to support federal department and agency mandates.

Responsibilities may include:

• providing real estate expertise and advice to the client and project teams for planning, implementation and delivery of leased accommodation projects and services;
• conducting market research and preparing terms of reference for contracting of market reports and/or preparing lease attestations;
• tender process and direct negotiation for lease acquisitions, surrenders and lettings;
• conducting site visits with the project team to asses properties;
• reviewing, analyzing and evaluating offers received and consult legal services;
• preparing lease contract documents for approval and execution;
• completing sub-contracts for design and tenant improvement phase of the project on behalf the project manager;
• representing the Department and/or the client at meetings with building owners, contractors and agents to discuss and resolve issues.

Completion of a recognized post secondary school education (minimum: 2 year program).

You must be prepared to provide the original or a certified true copy of your educational credentials. Candidates with foreign credentials must provide proof of Canadian equivalency. Degree equivalency

Experience in providing advice and guidance to clients and/or peers
Experience conducting research and analysis and documenting results

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Degree from a recognized university in a discipline related to real estate OR public administration.
Successful completion of courses leading to a recognized accreditations in the real estate field; for example:
• Real Estate Institute of Canada (REIC) – Certified Leasing Officer (CLO) or Certified Property Manager (CPM),
• Building Owners and Managers International (BOMI) – Real Property Administrator (RPA) or Facilities Management Administrator (FMA),
• International Facilities Management Association (IFMA) –Certified Facilities Manager (CFM) or Facilities Management Professional (FMP),
• Licensed or Affiliated Real Estate Agent,
• or accepted alternative.

Degree equivalency

Experience in the preparation of lease and lease tender contract documentation.
Experience in lease dispute resolution.
Experience in negotiating commercial lease contracts.
Experience in developing reports, minutes, briefing material and recommendations to management.
