Assessment accommodation

Fisheries and Oceans Canada (DFO) leads the management of Canada’s fisheries and the safeguarding of Canadian waters. The Canadian Coast Guard (Coast Guard), a Special Operating Agency within DFO, is responsible for services and programs that contribute to the safety, security, and accessibility of Canada’s waterways. Intent of the process

This is an anticipatory inventory selection process to staff positions within the Canadian Coast Guard.

Positions to be staffed are in Ottawa, Ontario; however, the Project Officer positions may also be staffed in the following locations – Sidney, British Columbia; Victoria, British Columbia; St. John's, Newfoundland and Labrador; Halifax, Nova Scotia; Sydney, Nova Scotia; Burlington, Ontario; Parry Sound, Ontario; Prescott, Ontario; Sarnia, Ontario; Montréal Island, Québec; Québec, Québec.

A pool will be created and may be used to staff identical or similar positions at the Department of Fisheries and Oceans Canada with various language requirements and various security requirements (Reliability Status and Secret clearance). These positions may be of different tenures.

Project Officer - Stream A
Significant* experience in the Service Delivery of Canadian Coast Guard (Coast Guard) programs or subprograms in the following areas:
• Coast Guard Life Cycle Management Activities;
or
• Coast Guard Operational Support Activities;
or
• Coast Guard Service Delivery Activities;
or
• Coast Guard Program Strategic Policy and Management Activities.

Project Officer - Stream B
Significant* experience as a member of a project team, namely in three (3) or more of the following activities:
• Preparing and maintaining work plans OR risk analysis OR financial OR project progress reports;
• Managing project budgets including approval of project expenditures;
• Planning and monitoring project scope and schedules including change management requests;
• Coordinating project implementation, work packages and estimates;
• Liaising with suppliers in areas such as but not limited to: contractual, cost/schedule, scope management OR quality performance of deliverables.

Class Desk Officer - Stream C:
• Significant* experience in planning and organizing consultations with stakeholder to solicit their input and gain their support on various initiatives;
• Experience in providing support, advice and guidance to clients and/or management;
• Experience in developing resource / work plans or business cases.

* Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of at least two 2 years.

Project Officer Quality Management - Stream D:

• Experience in performance measurement, or quality assurance, or risk assessment or compliance monitoring services related a quality management program or ISM.

• Recognized Project Management diploma and/or Project Management Professional (PMP) certified designation;
• A Marine Certificate issued by Transport Canada;
• A Marine Certificate issued by Canadian Coast Guard;
• Post-secondary diploma in a technology program;
• Post-secondary diploma in environmental studies;
• Post-secondary diploma in marine related studies;
• Graduation with a degree from a recognized postsecondary institution in engineering or engineering/computer technology program;
• Graduation with a degree from a recognized postsecondary institution in Environmental Studies;
• Graduation with a diploma from a recognized college as a civil engineering technologist or as a mechanical technologist;
• Graduation with a degree from a recognized postsecondary institution in Marine Studies, Maritime Law or Maritime Management;
• Possession of a Technician or Technologist Diploma in a marine related field.
• Certification as an ISM or ISO auditor.

Degree equivalency

Experience:
All Streams:
• Experience working as a team member on complex acquisition or in-service projects;
• Experience supervising and/or leading staff and/or teams in a marine environment;
• Experience as a team member in managing a project through various life cycle phases from Project Initiation to Project Completion and close out;
• Experience as a team member in a major capital project within the Canadian Coast Guard;
• Experience as a Project team member for ship repair or refit or ship construction project(s);
• Experience developing and/or carrying out quality assurance and quality inspection activities;
• Experience using MS Project or other project management software;
• Experience using Maximo or other asset maintenance management tools;
• Experience working in an operational Search and Rescue (SAR) program role;
• Experience working in an operational Emergency Response (ER) program role;
• Experience onboard a vessel engaged in Canadian Coast Guard or Department of Fisheries and Oceans (DFO) programs;
• Experience analyzing and developing Statements of Operational Requirements or Technical Statements of Operational Requirements related to the construction, modification or modernization of a Canadian Coast Guard asset;
• Experience in planning, developing and organizing projects.
