Duties

► Contributes to the overall management of the Western Canada Division (WCD) and SGB through participation on SGB’s Senior Management and ministerial and inter-ministerial teams including planning, management and advisory committees.
► Provides national professional strategic and consulting expertise, advice, products and services in boundary; land information management and technology; and property rights to support internal and external clients.
► Provides leadership and directing the activities of the Alberta Regional Office including the provision of legal survey services to external and internal clients.
► Provides leadership and direction to the overall logistical, human resource and operational activities of all SGB Units located in the Edmonton office
► Manages human and financial resources of own unit and supervises unit managers and other staff as required.
► Evaluates the impact of client requirements on the SGB land survey and land information management and technology systems and determines long and short term needs, develops and implements a framework for the provision, integration and dissemination of land information.
► Provides expert advice, interpretation, and guidance to clients and acts as an expert witness in court cases with respect to such issues as land tenure, title and boundaries, survey evidence and interpretation of statutes, regulations, and industry practices.
► Develops methodologies for, and directs the research, review and interpretation of historic survey and other land information and cadastral documentation, analysis of the findings, the development of conclusions on the nature and extent of Canada Lands, or of interests therein, and recommendations on strategies for dealing with such interests.
► Develops and maintains strategic communication links and working relationships with other units and Divisions within SGB and NRCan, clients, other federal departments and agencies, other levels of government, academic institutions and industry and professional associations, to better facilitate the integration of land survey and land information management systems.

Intent of the process

The immediate need is to staff one position (permanent) located at the Northern Forestry Centre, 5320 122 Street Northwest, Edmonton, Alberta.

A pool of fully or partially qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada in Edmonton at the EN-SUR-05 group and level, English essential with various tenures (determinate period or permanent), various security requirements (Reliability Status, Secret), and with various conditions of employment.

OCCUPATIONAL CERTIFICATION:
► A member in good standing of a land surveyor Association in Canada with the right to practice as a land surveyor.

Note: If this condition is met by having the right to practice as a land surveyor in a Canadian province, then the successful candidate must obtain a Canada Lands Surveyor's commission and licence to practice within 2 years of appointment to the position.

EXPERIENCE:
►Experience formulating, negotiating and approving business or collaborative agreements.
►A minimum of two (2) years experience in managing human and financial resources.
►A minimum of five (5) years experience providing expert advice on legal boundary issues as a licensed professional.

►Experience managing a land surveying organization, unit, or business, including financial and human resource management.

*** Contentious - where interpretation of the available evidence could result in differing professional opinions.

OPERATIONAL REQUIREMENTS:
