Duties

The Director General, Archives reports directly to the Deputy Librarian and Archivist of Canada. He or she provides corporate leadership in developing and implementing integrated strategic and operational plans and priorities, policies, approaches, standards, and tools for the appraisal, acquisition, processing and description of documentary heritage from federal government departments and agencies subject to the Library and Archives of Canada Act and from private organizations and individuals of national significance.

The Director General, Archives also leads and negotiates transfer agreements with key strategic governing federal institutions not subject to the Act, including the Supreme Court of Canada. These activities contribute to Library and Archives Canada’s capacity to make its holdings accessible to Canadians and others interested in Canada. The Director General, Archives is also responsible for providing professional leadership in developing and implementing appraisal, acquisition, processing and description approaches, including policies, tools, processes and governance.

She or he should also play a major role in the development and implementation of LAC policies, procedures and the training of branch staff aimed at facilitating the acquisition, processing, access and preservation of digital archival resources.

The Director General, Archives manages relationships and collaborates, negotiates and partners with senior officials in the federal, provincial and territorial governments and with individual donors, communities and documentary heritage organizations involved in acquiring archival heritage material. He or she also interacts with, influences and partners with federal communities involved in information management and recordkeeping, and ensures the development of guidelines and tools to support sound information management in the Government of Canada. In addition, the Director General, Archives collaborates with organizations involved in the acquisition of Canadian government heritage material (museums, libraries, etc.).

Intent of the process

The intent of this process is to staff the Director General, Archives position within the Operations Sector on a permanent full-time basis. A pool of fully or partially qualified candidates may be established through this process at the EX-02 group and level.

If you have a Masters degree from a recognized post-secondary institution with acceptable specialization relevant to the position.

Degree equivalency

IF YOU HAVE GAINED:
• Experience in managing complex* programs, services and/or initiatives within the Canadian documentary heritage community;
• Experience in developing and maintaining collaborative relationships with a diverse range of partners and stakeholders;
• Experience in providing strategic advice to senior management to address operational challenges;
• Experience in leading major organizational change; and
• Significant** experience in the management of human and financial resources***.

* Complex is defined by programs, services and/or initiatives involving a number of different stakeholders, and requiring collaboration with either/or internal functions or external parties.
**Significant experience refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate's responsibility. It will be assessed on the basis of the scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities.
*** This experience is defined as being responsible for sound financial planning, forecasting and reporting. Applicants must provide information on human resources (FTE, number of supervisors-subordinates, number of employees) and the size of the budget they managed (salary and operational).
