The Government of Canada has committed to an Open Data agenda with the intent that data are made open to improve transparency in decision-making and to build public confidence and trust. The Canadian Wildlife Service (CWS) is working to implement open data across its programs supporting Species at Risk, migratory birds, impact assessment, emergency response, protected areas, and broader engagement by Canadians in protection, conservation and stewardship of biodiversity. The position being staffed will assist in making CWS data more accessible to end users to ultimately enable the data to be more effectively considered in decisions affecting wildlife conservation.
The intent of this process is to staff one term position. As well, a pool may be created to staff other similar positions with various tenures (indeterminate, specified period, deployment, acting, acting extensions, assignment, secondment), language requirements (French essential or Bilingual imperative) and profiles (BBB/BBB, and CBC/CBC) within Environment and Climate Change Canada in Quebec city (Quebec).

EDUCATION:
ED1. Graduation with a degree from a recognized post-secondary institution with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.
Notes:
The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

EXPERIENCES:
EX1. Recent* and significant** experience in collecting and compiling geospatial data, and analyzing geospatial data with the geospatial software ESRI ArcGIS Desktop 10.x.
EX2. Experience in developing and implementing data quality control procedures and preparing metadata.
EX3. Recent* and significant** experience in designing and developing large and/or relational databases (for example, ESRI enterprise geodatabase, MS SQL, Oracle, PostgreSQL, MS ACCESS).
EX4. Experience monitoring and maintaining the performance of a database.
* Recent experience is defined as experience acquired within the last five (5) years.
**Significant experience refers to the depth and breadth of experience that would normally have been gained performing the duties for a period of approximately two (2) years.
If experience cited was acquired within a degree program, applicant must demonstrate autonomy of actions and decisions.
EDUCATION:
AED1. Certificate or degree from a recognized post-secondary institution with acceptable specialization in a field specializing in geomatics or remote sensing or biology or wildlife or natural resource management or computer management or electronic data.
Degree equivalency
ASSET EXPERIENCE:
AEX1. Experience working with users to design, create and implement management and data collection solutions.
AEX2. Experience using scripting and programming languages (e.g. Python, VB.NET, SQL or others) to process and analyze data.
AEX3. Experience in web GIS application development with ArcGIS Portal or ArcGIS Online.
AEX4. Experience with commercial and/or open source remote-sensing software.
AEX5. Experience in analyzing and managing data related to landscape ecology, wildlife conservation and / or natural resources management.
Bilingual - Imperative (BBB/BBB)

K1. Knowledge of methodologies, standards and analysis tools related to the field of geomatics and their application from ESRI ArcGIS Desktop software and its extensions.
K2. Knowledge of methods, technologies, trends and issues related to the acquisition and management of geospatial data.
K3. Knowledge of open data standards and metadata associated with geospatial data.
