Assessment accommodation

Duties

Manage the development, implementation and evolution of approved strategic and operational plans and business processes governing Security Operations, ensuring compliance with Government of Canada (GoC) and OSFI’s security legislative and policy frameworks. This includes management of the security infrastructure to include product installation, configuration, lifecycle/patch management, tuning, maintenance, and capacity and performance reviews. The Manager will ensure process monitoring, event analysis, incident response and reporting. Upon identification of a security threat or receipt of an alert, the manager will control the receipt, review, and escalation until resolution.

Manage all Infrastructure security related staff. As a key member of OSFI’s security team, the Manager will work closely with the Cyber Security Directorate (CSD), Service Desk and any outsourced security providers to ensure appropriate measures for containment, response, and recovery strategies during data loss or breach events. The Manager will participate on various committees or working groups as directed and provide briefings as needed.

Duties include development of operational procedures, technical standards, Service Level Agreements (SLA) and other measures will occur. Initiates, plans and manages security infrastructure-related projects, including the change management process for the deployment of new or changed security infrastructure.

Education:
- Successful completion of an acceptable post-secondary educational program in computer science, information technology, information management or security management specialty relevant to the position to be staffed.
OR
- An equivalent combination of education, training and/or experience.

Degree equivalency

Experience:
- Extensive* experience in IT security.
- Significant** experience handling cyber security incidents.
- Significant** experience installing, configuring, tuning and operating cybersecurity devices (e.g., firewalls, IPS / IDS, monitoring tools, vulnerability management tools).
- Significant** supervisory experience in IT with a minimum of three direct reports.

*Extensive means the depth and breadth of experience that is normally acquired by performing the tasks continuously over a period of 5 years or more.
**Significant means the depth and breadth of experience that is normally acquired by performing the tasks over a period of 3 years or more.

Education:
- Relevant security professional certifications such as CISSP, CIP, CEH, Security+, GSEC, CCSP, CISM, CISA, OSCP, CCIE, and/or PCNSE certification.

Degree equivalency

Experience:
- Proven experience in a Security Operations Center (e.g. SIEM, firewalls, anti-virus).
- Experience leading discussions and working effectively with various management levels.
- Experience with and strong ability to prioritize and execute tasks and make sound decisions in emergency situations.
- Experience in designing, updating, coordinating and/or implementing or applying ITIL principles and practices and frameworks.
- Experience delivering or assisting in the delivery of Service Level Agreements (SLA) and/or Service Level Objectives (SLO).
