Intent of the process

This is an anticipatory process, the purpose of which is to develop a pool of qualified candidates for positions in Environment and Climate Change Canada in Vancouver, BC and/or Whitehorse, YT only. The positions may have various tenures and security requirements. The selected candidate must be willing to relocate to Vancouver or Whitehorse.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.

Note: The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

EXPERIENCE:
All Streams:
EX-01 - Recent and direct experience* preparing or developing scientific or technical advice, documents or recommendations for various audiences (e.g. the public, Aboriginal groups, industry, governmental or non-governmental organizations).
EX-02 - Recent and direct experience* working collaboratively with working groups or multi-stakeholder committees on environmental issues or projects.
EX-03 - Recent and direct experience* in the development or delivery of environmental protection programs or legislation.

Stream A (Environmental Assessment):
EX-04 - Recent and direct experience* reviewing, evaluating or preparing scientific or technical data, information or documents in the context of assessing environmental impacts and risks from industrial projects (e.g. infrastructure, energy, mining)

Stream B (Marine Programs):
EX-05 - Recent and direct experience* reviewing, evaluating or preparing scientific or technical data, information or documents in the context of assessing environmental impacts and risks to the aquatic environment.

Stream C (Compliance Promotion):
EX-06 - Recent and direct experience* in implementing programs intended to increase compliance or awareness with environmental or pollution prevention regulations, legislation or policies.
EX-07 - Recent and direct experience* in the study or management of environmental pollutants.

Stream D (Water Quality):
EX-08 - Recent and direct experience* in reviewing scientific documents or generating advice on the generation, delineation, transport, or mitigation of contaminants in water or sediments and their impact on the aquatic environment as associated with development of industrial projects (e.g. infrastructure, energy, mining).

Stream E (Contaminated Sites):
EX-09 - Recent and direct experience* writing or reviewing reports related to site assessment, risk assessment, or remediation of contaminated sites.

*Recent and direct experience is defined as the depth and breadth of the experience normally associated with having conducted a range of activities over a minimum period of one (1) year within the past four (4) years.

Stream A (Environmental Assessment):
K-03 - Knowledge of environmental assessment practices.

Stream B (Marine Programs):
K-04 - Knowledge of methods and techniques used to evaluate effects (biological, chemical and physical) of industrial or other activities on aquatic environments.

Stream C (Compliance Promotion):
K-05 - Knowledge of federal environmental protection legislation, as it applies to control of toxic substances or other environmental pollutants.
K-06 - Knowledge of engineering or scientific principles and processes for controlling environmental pollution.

Stream D (Water Quality):
K-07 - Knowledge of contaminants commonly associated with industrial projects (e.g. infrastructure, energy, mining) and the contaminants’ potential impacts on water quality, sediment quality or the aquatic environment, including toxic effects to fish.
K-08 - Knowledge of environmental quality guidelines and site specific environmental benchmarks for water or sediment.

AED-01 - Graduation with a Masters degree from a recognized university with acceptable specialization in a relevant field.

AEX-01 - Experience liaising and collaborating with First Nations or Indigenous groups in the context of environmental initiatives or programs.
AEX-02 - Experience organizing, interpreting and presenting geo-referenced environmental data to support decision making.

Stream A (Environmental Assessment):
AEX-03 - Experience participating in or contributing to federal, provincial or territorial environmental assessment regulatory processes.

Stream B ( Marine Programs):
AEX-04 - Experience in planning, implementing, or evaluating biological, physiochemical or physical studies in aquatic environments.

Stream C (Compliance Promotion):
AEX-05 - Experience reviewing, evaluating or preparing scientific or technical data, information or documents in the context of an environmental protection program.
AEX-06 - Experience in developing and presenting materials to others to explain complex information in an understandable way.
AEX-07 - Experience in marketing, behavioural insights or behavioural economics.

Stream D (Contaminated Sites):
AEX-08 - Experience working with the Federal Contaminated Sites Action Plan (FCSAP) Program.
AEX-09 - Recent and considerable experience** writing or reviewing reports related to site assessment, risk assessment, or remediation of contaminated sites.

Stream E (Water Quality):
AEX-10 - Recent and considerable experience** in reviewing scientific documents or generating advice on the generation, delineation, transport, or mitigation of contaminants in water or sediments and their impact on the aquatic environment as associated with development of industrial projects (e.g. infrastructure, energy, mining).

**Recent and considerable experience is defined as the depth and breadth of the experience normally associated with having conducted a range of activities over a minimum period of two (2) years within the past four (4) years.
