This process will be used to create a pool of qualified and/or partially-qualified candidates to staff similar positions with various tenures (temporary, permanent) and in various locations at Transport Canada, Employment and Social Development Canada, Canada Economic Development for Quebec Regions, Canadian Space Agency and Correctional Service Canada in the Quebec Region. Should the selected candidate already be a public servant, the pool could also be used for acting appointments.

EDUCATION
FI-01
Successful completion of two years of a post-secondary program with a specialization in accounting, finance, business administration, commerce or economics;
OR
Possession of the Government of Canada Financial Management Certificate.
FI-02
A degree (baccalaureate) from a recognized post-secondary institution with a specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group.
OR
Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA) and Certified General Accountant (CGA).
EXPERIENCE
FI-01
Recent and significant experience* in at least one of the following areas:
• Resource planning and management or financial management advisor services;
• Accounting operations;
• Internal controls (assessment and documentation of controls);
• Internal or external audit, quality assurance and internal services support technologies;
• Financial reporting;
• Financial policies;
• Financial systems;
• Experience managing accounts receivable (grants and contributions).
*Recent and significant experience is defined as experience whose complexity and diversity are associated with the performance of the duties for at least one of the last three years during which these activities were core duties, and not occasional or temporary duties.
FI-02
Recent and significant experience* in at least two of the following areas:

Experience providing services and advice, and working collaboratively with clients, users and managers in the financial management field.
Experience in the interpretation and application of financial policies, directives and procedures.
Experience developing or improving business processes related to finance.
Experience extracting, compiling and analyzing financial information and preparing reports, including making recommendations.
Experience in departmental accounting, including end-of-period activities and accountability (trial balance, public accounts, proactive disclosure, forecast reporting and management expenditures).
Experience in internal controls or conducting reviews (tests, inspections, audits) in the financial management field.
Experience in financial planning, budgeting and costing.
Experience working in the federal government.
Experience working in a federal government national office or headquarters.
OPERATIONAL REQUIREMENTS
Must be willing to work overtime on short notice.
