The Government of Canada has committed to an Open Data agenda with the intent that data are made open to improve transparency in decision-making and to build public confidence and trust. The Canadian Wildlife Service (CWS) is working to implement open data across its programs supporting Species at Risk, migratory birds, impact assessment, emergency response, protected areas, and broader engagement by Canadians in protection, conservation and stewardship of biodiversity. The positions being staffed will assist in making CWS data more accessible to end users to ultimately enable the data to be more effectively considered in decisions affecting wildlife conservation.
The intent of this process is to staff one anticipated indeterminate position in Quebec, Quebec.
A pool of qualified candidates will be established and could be used to fill term, assignment, transfer, secondment and / or acting positions with Environment and Climate Change Canada in the Quebec region. The linguistic profile and requirements, the level of security as well as the duration of the functions could vary according to the position to be filled.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with specialization in a biological science.
Note:
The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
EXPERIENCES:
Significant * and recent ** experience in managing the human and financial resources of a work team in a regional organization.
Significant * and recent ** experience in managing complex issues of public policy, regulations or initiatives related to wildlife and providing strategic advice to senior management.
Experience in managing and implementing programs in any of the following areas: environment, wildlife, natural resource management and biodiversity.
Significant * and recent ** experience in negotiating and establishing and maintaining partnerships with government organizations, non-governmental organizations and/or indigenous organizations.
* The term `` significant experience '' designates a minimum experience of 4 consecutive years
** The term `` recent experience '' designates experience acquired in the last 6 years.
EXPERIENCE:
Experience in leading an operational program.
Bilingual - Imperative (CBB/CBB)

KNOWLEDGE:
Knowledge of the main challenges / issues related to the conservation of migratory birds in Quebec.
ABILITIES:
Ability to write briefing notes, presentations, reports or other documents for use by senior management.

Ability to communicate effectively orally and in writing.

EDUCATION:
Master's or Doctorate degree from a recognized post-secondary educational institution with an acceptable specialization related to the functions of the positions such as in management.
KNOWLEDGE:
Significant knowledge of migratory bird programs administered by the Canadian Wildlife Service.
OPERATIONNAL REQUIREMENTS:
Willingness and ability to travel.
Willingness to work overtime when required, often on short notice.
Valid driver’s licence.
CONDITION OF EMPLOYEMENT:
Secret Security clearance.
