Duties

The Head, Strategy and Planning, performs a wide range of functions related to strategic planning. He or she:

•Provides strategic advice and recommendations to senior management on broad ranging planning activities, and develops or coordinates the development of strategic business and operational plans, through the integration of input from various business line clients (the business and operational plans include priorities, performance targets, risks, milestones, accountabilities and performance measurement tools; they cover inter alia the areas of finance, accommodations, acquisitions and invoicing, engagement, training and learning and audits).

•Provides advice on priorities and on the alignment of business lines’ planned activities with Branch priorities and department wide strategic outcomes.

•Leads the preparation of Branch input into departmental reporting instruments such as the Departmental Plans (DP), the Departmental Results Frameworks (DRF), Program Inventories, Performance Information Profiles and Programs and Management Accountability Frameworks (MAF).

•Develops or coordinates the production of human resources plans.

•Provides expertise in support of program performance measurement; develops, implements and maintains mechanisms to enable the measurement and tracking of performance against Business Plan commitments; maintains the Branch program activity architecture; measures achievement outcomes against strategic and operational accountability goals; and as part of audits, responds to action plans to support Service Line clients.

•Develop and implements program evaluation frameworks and recommends the development of frameworks to track performance.

•Develops Branch wide engagement and outreach plans and, in collaboration with functional experts, strategies, plans and products to support internal Branch discussions, information-sharing and collaboration; and provides advice and recommendations to the Director, the Assistant Deputy Minister and Service Line clients about employee dialogue, information sharing and engagement within the Branch.

•Represents the Branch in departmental working groups, meetings and events relative to the establishment of priorities, planning, performance, measurement, risk management and reporting.

•Develops key messages, presentations and other material and manages the development of authoritative executive briefings, correspondence, and other specific communications material.

•Manages the work of 4-10 employees directly or through subordinates and as required, leads multi-discipline project teams, working groups, etc., and provides input and oversight to Branch budgets.

EDUCATION:

Graduation with a degree from a recognized post-secondary institution with specialization relevant to the duties of the position such as social sciences, public administration, business administration, economics, finance, information technology, etc.

Degree equivalency

EXPERIENCE:
Significant** experience coordinating, developing and maintaining various aspects of a strategic planning and reporting cycle.

Significant** experience preparing and delivering verbal and written briefings (or decision documents) . Verbal and written briefings/decision documents must have included strategic advice for management***.

Recent* and significant** experience managing people in a supervisory role.

Significant** experience establishing and maintaining relationships with clients and stakeholders.

Recent* is defined as experience acquired within the last five (5) years.

Significant** experience is defined as the depth and breadth of experience normally associated with having performed the specified activities as part of the main duties of a position, for a minimum continuous period of two (2) years.

***Management is defined as any level of management that is involved in decision making processes in the organization.

Failure to clearly demonstrate in your responses how you meet the screening criteria (Education and Essential Experiences) would result in the rejection of your application. Inconsistencies in the application package may result in your submission being rejected.

In an effort to compress candidate assessment schedules, note that language assessments may be undertaken at any stage of the assessment process. Additionally, all candidates may not be scheduled for language testing at the same time. As such, an invitation to language testing should not be construed as an indicator of success in the selection process.

Part of the assessment may be conducted through a take home exam or exams or an on-site written exam or exams. Candidates are expected to be available. The written exam(s) would only be rescheduled under exceptional circumstances and a strong rationale and evidence would be required to support any reschedule request.

Candidates from the federal Public Service who are at the level of the advertised position may be considered for deployment opportunities at any stage of the assessment process, and may not be required to undergo the same assessment process as other candidates. Candidates at-level who have been considered but not deployed will be required to undertake the same assessment process as other candidates.

Failure to respond to key messages may result in your candidacy being automatically withdrawn from this process unless you have previously identified alternate arrangements for accommodations measures. In the event of email delivery failures, the selection board may elect not to pursue candidates through other avenues.

If you do not fully complete the screening questions as instructed, you may be screened out.

To assist with volume management, the selection board may elect to use a top-down methodology to select candidates for progression through each stage of the assessment process. Please note that achieving a pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a cut-off mark that is higher than the pass mark on any evaluation used throughout the process.
