The Labour Program has several positions to staff! We offer a dynamic team environment, opportunities to work on a range of interesting issues, flexible work arrangements, exposure to senior management,learning opportunities and access to Employment and Social Development Canada resources and network.

Intent of the process

A pool of partially qualified candidates will be established through this process to staff identical or similar positions in the Labour Program and at Employment and Social Development Canada with various tenures, various linguistic requirements (English Essential, French Essential Bilingual Imperative CBC/CBC and Bilingual Non-Imperative CBC/CBC), various security requirements (Enhanced or Secret) and various conditions of employment.

Once a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a term or acting appointment, they will remain in the pool for future offers.

EX1- Experience in one of the following: the application or interpretation of legislation and regulations OR business analysis OR project management
EX2- Experience gathering and analyzing facts and leading or supporting the development and implementation of procedures, tools and guidance material.
EX3- Experience in providing advice and recommendations to management on complex* issues.

*Complex is defined as a situation where divergent views, a sensitive issue or pressures affecting timelines and resources must be taken into consideration.

** The Department intends to staff the bilingual positions on an imperative basis at the CBC/CBC. ASSET QUALIFICATION - EDUCATION

ALL STREAMS
Successful completion of a 2 years post-secondary program (diploma or certificate) from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

STREAM 1: Occupational Health and Safety
- Successful completion of federal in-house Canada Labour Code Part II, and pursuant Regulations, for designated enforcement officials or of equivalent provincial or territorial training.
- Certification as a Canadian Registered Safety Professional (CRSP).

STREAM 4: Project Management
Certification PMP – Project Management Professional.

Degree equivalency

ASSET QUALIFICATION - EXPERIENCE
ALL STREAMS
AEX1- Experience in developing and delivering presentations.
AEX2- Experience in establishing and maintaining effective working relationships with stakeholders.

STREAM 1: Occupational Health and Safety
AEX3- Experience in the interpretation and application of the Canadian Labour Code, Part II, and pursuant regulations.
AEX4- Experience in the identification of hazards, dangers and other non-compliance in the context of Occupational Health and Safety.

STREAM 2: Labour Standards
AEX5- Experience interpreting and applying Part III of the Canada Labour Code provisions.
AEX6- Experience in the development of communication material or development and implementation of strategic communication plan.
AEX7- Experience in the field of industrial relations (e.g. human resources, labour laws).

Stream 3: Workplace Equity
AEX8- Experience interpreting and applying the Employment Equity Act and related policies, programs and legislation.
AEX9- Experience extracting, analyzing and manipulating data.
AEX10- Experience in the application of statistical principles.

STREAM 4: Project Management
AEX11- Experience performing business analysis and drafting requirements for an IT related project.
AEX12- Experience working in a project environment.

AK1- Knowledge of the Canada Labour Code, Part II, and the Canada Occupational Health and Safety Regulations.

An interview, a test/exam and reference checks may be administered.

Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.

Candidates must meet the essential qualifications to be appointed to a position. The essential qualifications that are listed in the statement of merit criteria are mandatory. A pass mark will be established for each. Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess
some or all of the asset qualifications.

Top-down ranking can be used at any stage of the assessment process where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.

Please note that the assessment will only be rescheduled under exceptional circumstances:
•Illness (a medical certificate will be required);
•Emergency circumstances (verifiable);

Candidates with foreign education credentials are required to provide proof of Canadian equivalency. Any applicable fees are the responsibility of the candidate.
