Duties

The successful candidates will be members of the Energy Services Acquisition Program (ESAP) team. ESAP is a high departmental priority and seeks to modernize the District Energy System (DES) that heats and cools federal and non-federal buildings in the National Capital Area. The program aims to accelerate federal infrastructure investment and reduce the carbon footprint of federal buildings. This will be achieved by improving the overall efficiency and cost-effectiveness of the services being supplied, thereby making a tangible contribution to the greening of government operations.

The ESAP has three main components: The Energy Service Modernization Project (ESM), the User Building Conversion Plan (UBCP) and the National Centre of Expertise promoting deeper greening of our future modernized system.

Intent of the process

The intent of this process is to staff several ESAP Senior Project Manager and Senior Discipline Engineer positions now and in the future. Currently there are several positions that will be staffed through this process. This number will increase as new positions are created. Please note that most positions are Bilingual Imperative – CBC/CBC. There may be positions also with linguistic profiles of English or French essential, and bilingual imperative BBB/BBB.

A pool of qualified or partially qualified candidates may be established to fill identical or similar positions with various tenures, linguistic profiles and security profiles within the Department of Public Services and Procurement Canada.

EDUCATION

ED1: Graduation with a degree (Note 1) from a recognized post-secondary institution with a specialization in structural engineering, mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position, AND/OR

ED2: Current Certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position. You must clearly outline in your application how this specialization has been obtained.

STREAM 1 - SENIOR PROJECT MANAGERS

E1: Significant* and extensive** experience in managing complex *** real property projects related to planning and development or construction of buildings (construction includes buildings, infrastructure, interior fit up) or engineering assets. This includes activities from the planning to the delivery of projects in an environment of competing demands.

E2: Significant* and extensive** experience managing complex*** procurement processes and contracts for engineering or constructions projects.

STREAM 2 - SENIOR DISCIPLINE ENGINEERS - TECHNICAL SERVICES

E3: Significant* and extensive** experience providing expert advice, guidance and technical advisory services in an engineering discipline related to the analysis, design, and construction of real property projects.

E4: Significant* and extensive** experience in conducting quality assurance reviews of designs, plans and construction practices of real property projects and providing recommendations.

EXPERIENCE FOR BOTH STREAM 1 AND STREAM 2

E5: Experience in leading multi-disciplinary project teams (includes consultants or contractors).

E6: Significant* experience in preparing briefing materials and providing strategic advice and briefings to clients, stakeholders, and/or management (directors and higher levels).

E7: Experience in managing human resources (which may include supervision, assigning work, and monitoring performance) and financial resources (which may include financial planning, forecasting and reporting).

* Significant experience is defined as having a minimum of 7 years of experience.

** Extensive experience is defined as the management of several projects /components that are strategically or thematically linked; to quality on this factor, candidates must demonstrate they manage or have managed the strategic component as well as various types of projects including large projects with a high degree of technical difficulty. This may include managing federal project/program compliance and complex federal contribution agreements.

*** Complex projects must include two (2) or more of the following characteristics: at least two stakeholders parties requiring specific governance and organized communications, important heritage component, multi-disciplinary consulting team, interrelated dependencies with other projects or programs, alternative form of delivery, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).

Real Property projects are defined as new construction or renovations (e.g. interior fit-up) for buildings, structures, improvements, and other utilities on, above, or below the surface of the land.

ADDITIONAL INFORMATION - PSPC’s Real Property – ESAP Mandate and Position Descriptions

Stream 1: Senior Project Manager

The User Building Conversion Plan (UBCP) – Project Management team is responsible to replace or update internal heating and cooling systems in all the user buildings fed by the future heating and cooling plants in the National Capital Area. Each of the 80 buildings is considered a project.

The Energy Services Modernization (ESM) – Project Management team oversees the performance of the Private Partner related to design, construction, operation and maintenance activities of the energy plants and associated distribution networks and coordinate the relations between the Private Partner, PSPC and other stakeholders at the energy plant level.

The successful candidate will be responsible for the day-to-day project management duties associated with either the UBCP or ESM which involves: managing project development and delivery from planning through construction and evaluation; providing strategic real property advice to clients, including cost-benefit analysis; managing resources (human and financial) in a project environment; providing contract administration and specifications from project definition through to construction and commissioning stages; conducting quality assurance and reviews; and, managing the development of project management plans, designs, risk management and contingency plans, cost estimates and specifications.

Stream 2: Senior Discipline Engineer – Technical Services

The User Building Conversion Plan (UBCP) - Technical Services involves quality assurance in the technical oversight of the UBCP activities related to design and construction of the User Building Conversion Plan. It focuses on technical guidance and advisory services related to the construction or rehabilitation of building systems conversion and conformance with program objectives.

The Energy Services Modernization (ESM) – Technical Services involves quality assurance in the technical oversight of the Private Partner activities related to design, construction, operation and maintenance of the central heating and cooling plants and associated distribution networks. It focuses on technical guidance and advisory services related to the construction or rehabilitation of district energy systems and conformance with program objectives.

The successful candidate will be part of the technical services team responsible for the District Energy System or the User Building Conversion Plan which involves: technical guidance and advisory services related to the design, construction, and modernization initiatives; quality assurance (QA) review services in the field of engineering to ensure sound technical content, compliance and conformance with Project Agreement requirements, and that consistent/established practices are being followed; management and coordination of technical review processes; coordination and development of responses to UBCP or Private Partner technical inquiries; evaluation of technical proposals, alternatives, and changes to design and construction related to District Energy Services modernization or UBCP expansion, or other requirements (included also for the UBCP team is review of deliverables to ensure sound technical content, compliance and conformance with federal acts, regulations, policies, standards and guidelines, and that consistent/established practices are being followed).

The District Energy System (DES) National Centre of Expertise – Technical Services – involves providing guidance and advisory services; conducting feasibility studies on utilization of various technologies related to District Energy Systems; managing Smart Buildings and Smart Plants initiatives; providing contract administration and developing specifications; and, review services in the field of engineering (this includes review of deliverables to ensure sound technical content, compliance and conformance with federal acts, regulations, policies, standards and guidelines, and that consistent/established practices are being followed).
