The Facility Manager position at various locations is responsible for maintaining a complex lab and office facilities, as well as satellite farm facilities.
The Facility Manager is responsible for the inspection/maintenance program for facility operations, building systems and equipment, emergency and preventative maintenance procedures, life cycle management of building systems and equipment, the provision of facility management services including developing and managing large construction contracts, preparing requests for proposals, preparing specifications, and procuring supplies and equipment, analyzes historical costs and recommends changes for cost reduction initiatives, determines priorities for capital projects in consultation with science community and departmental engineers, supervises a facilities team composed of multiple skilled trades.
The Facilities Manager will work out of the St-Hyacinthe (Quebec) or the Lacombe (Alberta) Research and Development Centre, two of twenty research centres in Canada.
The Research Centre is responsible for scientific research. The position requires the incumbent to support scientific research by providing clients working at the Research Centre with a wide range of facilities management such as planning, management and implementation of facilities management services required to design, develop, operate, maintain, upgrade and repair a diversity of specialized buildings and complex systems and dispersed grounds/farmland for a large complex, housing Research Center personnel as well as other federal/provincial government departments/agencies and private companies to meet research, facility management and regulatory requirements.
The immediate need is to staff 2 positions:
*One full-time permanent position in St-Hyacinthe, Quebec (French Essential)
*One full-time permanent position in Lacombe, Alberta (English Essential)
A pool of qualified candidates may be established and may be used to staff similar positions with various tenures, linguistic requirements and security requirements for the location indicated for this process.
In the event that an employee of the public service is qualified through this process, he/she may be considered for acting, deployment, assignment or secondment opportunities.

Trade certification in the appropriate province in at least one of the following disciplines: Electrical, Refrigeration, Plumbing or Power Engineering (minimum 4th class).
Significant* experience in managing a team.
Significant* experience in facility management.
Significant* experience managing construction and/or renovation projects.
Experience using computer software, including Microsoft applications such as Word and Excel.
Experience maintaining commercial infrastructure.
Significant* experience operating and maintaining Heating, Ventilation and Air conditioning systems (HVAC).
Experience in operating Building Management systems.
*Significant experience is considered to be three (3) years of continuous employment in these fields within the last five (5) years.
Experience with Delta Building Management systems.
Experience providing Facility Management services in any of the following environments: scientific research environment, government building, large medical facility, large commercial building, large industrial building.
Experience working in a horticultural farm or food processing environment.

ASSESSMENT INFORMATION
You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed.
Various assessment tools may be used, such as, standardized tests, interviews, references, board member knowledge, etc.
Recent and past performance evaluations may be used as part of the assessment. Accordingly, you may be required to submit a copy of your last two Performance Ratings/Evaluations as part of this selection process. Please be prepared to provide such documentation should it be requested from the selection board.
Depending on the number of applicants, volume management strategies such as random selection, top-down approach and/or establishing cut-off scores to determine who will continue in the staffing process, may be used for the purpose of managing applications. Please note that although you may attain the established pass mark on any of the assessments used in this staffing process, management may decide to use a higher cut off score.
