Work environment

Application Development Database and Data Administration (ADDDA)’s main office is situated in Gatineau, Quebec currently located on Rue Montclair, near a shopping centre, bike paths, a walking trail, and restaurants and shops nearby. Parking is readily available at a relatively modest monthly fee, and local transit stops a few short steps from our doors. ADDDA will, likely in the near future, be moving to join the rest of the Information Management Branch team in downtown Gatineau (Hull Sector), where there is easy access to a wider range of resto-bars, cafes and shopping nearby. It is only a short walk to the parks surrounding the Theatre de l’île with walking trails and bike paths, as well as simpler transit access for those coming from Ottawa. Intent of the process

Immediate needs are to fill 6 indeterminate positions with an English or French essential linguistic profile in the National Capital Region (Gatineau). The pool could be used to staff positions througout Canada (regions to be determined).

A pool of partially or fully qualified candidates will be established and may be used to staff similar or identical positions within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs (CIRNA) with various linguistic profiles (English essential, French or English Essential, BBB/BBB) and/or requirement, various locations, as well as tenures (indeterminate, deployment, acting, specified period, assignment, secondment) and/or the security clearance (reliability or secret), which may vary according to the position being staffed.

EDUCATION:

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

NOTES:

Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

It is a recognized educational institution (e.g., community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.

At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be reassessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

EXPERIENCE:

Minimum of five (5) years of experience in the field of IM/IT.

Recent* and significant** experience working in multiple IM/IT projects.

Recent* experience in recommending software solutions to meet business needs.

Recent* and significant** experience in the delivery of software solutions using a recognized SDLC methodology.

NOTES:

*Recent experience means within the last two (2) years.

**Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of activities related to this task, which is normally acquired over a period of five (5) years.

ASSET QUALIFICATIONS:

EDUCATION:

Graduation with a degree (baccalaureate or higher level degree) from a recognized post-secondary institution in Science, Computer Science or another field relevant to the position to be staff.

EXPERIENCE:

Experience in developing IT project work estimates and cost analyses;

Experience in creating presentations to present to various stakeholders, and facilitating meetings and discussions;

Experience with software development practices, techniques and principles;

Experience with project management practices, techniques and principles;

Experience in developing PL/SQL or Transact SQL (Programming Language / Structured Query Language) code;

Experience with cloud development and implementation solutions such as Azure, Salesforce, Oracle Cloud or other available platforms;

Experience working in a team environment using an Iterative or Agile development methodology;

Experience creating UML diagrams;

Experience working within a multidisciplinary project team;

Experience in providing mentorship to programmers and programmer analysts in applying standards and processes for software development;

Experience identifying and mitigating application security issues.


Application Development

Experience with the Microsoft development environment;

Experience with the Java development environment;

Experience with quality assurance practices, techniques and principles;

Experience with Web technologies, W3C accessibility standards and Government of Canada Web standards;

Experience in implementing or integrating Commercially Off the Shelf (COTS) products/solutions;

Experience in the development, implementation, configuration and administration of TeamSite Web Content Management System (WCMS);

Experience in the development, implementation, configuration and administration of IDOL Search Engine;

Experience in the maintenance and support of Government of Canada departmental Web site(s).


Database Administrator / Data Analyst

Experience with the development or administration of RDBMS;

Experience in database design and modelling.


Application Architect

Experience configuring/administering Team Foundation Server (TFS) and/or Azure DevOps;

Experience in Cross-Platform development of Mobile Applications (iOS, Android) Using Xamarin;

Experience developing and/or utilizing architecture patterns, processes and standards specific to the development of Web Applications.
