Assessment accommodation

When submitting your application and answering the screening questions, remember that the assessment board cannot make assumptions about your experience. Duties

• The positions main responsibility are to supervise teams of intelligence officers and intelligence analysts within the National Fisheries Intelligence Service, an organization reporting to the Director General of Conservation & Protection at Fisheries and Oceans Canada (DFO).
• Leading staff in implementing the intelligence cycle and the delivery of intelligence services (including intelligence probes), ensuring data quality assurance, and supervising intelligence analysis products in support of strategic, operational and tactical decision making at DFO.
• Coordinating and directing multi-agency regulatory compliance projects with DFO law enforcement personnel and other DFO teams, and other federal and provincial government departments.
• Providing advice and recommendations to enforcement operational planning for the detection and resolution of serious threats to the fisheries and marine habitat on regulatory compliance issues.
• Collaborating with other federal and provincial partners, multi-agency intelligence organizations, and international law enforcement agencies through bilateral meetings, intelligence committees, and developing and maintaining these intelligence-sharing networks.
• Providing briefings as a representative of the Department, and promotes understanding and awareness of DFO intelligence and regulatory compliance issues.
• Representing, promoting and enhancing DFO’s interests on interdepartmental working groups and crisis response teams; chairing daily intelligence meetings and ensuring that information is regularly provided to the regional Conservation and Protection management team.

Intent of the process

To fill two (2) positions in British Columbia. One position will be located in Vancouver. The other position could be located in Vancouver or another location in British Columbia depending on operational priorities.

A list of qualified candidates will be established through this process and may be used to fill similar positions within the Department of Fisheries and Oceans. These positions may be staffed on an indeterminate or temporary basis (term, acting, assignment, secondment).

►EDUCATION:
- Two (2) years of postsecondary education in a field related to the position or an acceptable combination* of education, training and/or experience.

*Acceptable combination is defined as including:
1. Secondary school diploma.
2. Extensive experience related to law enforcement or intelligence field (extensive means the depth and breadth of experience generally acquired in the fulltime performance of duties for a minimum period of five (5) years).

Degree equivalency

►EXPERIENCE:
- Experience leading and analyzing criminal, intelligence, or regulatory investigations.
- Significant* experience preparing and delivering presentations.
- Experience developing and maintaining relationships with internal and external clients, and law enforcement or intelligence agencies.
- Significant* experience preparing and drafting a variety of written documents, such as briefing notes, business cases, business plans, analytical reports, memoranda, and correspondence.

*Significant experience means the depth and breadth of experience generally acquired in the fulltime performance of duties for a minimum period of two (2) years.

ASSET QUALIFICATIONS

►EDUCATION:
- Degree from a recognized post-secondary institution* in a field related to the position.

*A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Degree equivalency

►CERTIFICATION:
- Fishery Officer Career Progression Program (FOCPP) or successful completion of an accredited law enforcement program.

►EXPERIENCE:
- Experience preparing and delivering presentations (written and oral) to senior management (Director and up) on intelligence, regulatory or law enforcement matters.
- Experience leading a multi-disciplinary team.
- Experience leading the implementation of policies or programs.
- Experience developing and managing confidential informants.
- Experience drafting intelligence assessments or in conducting intelligence probes in a regulatory environment.
- Experience managing financial and human resources.

- May be required to successfully complete Confidential Informant Handler training.
