Duties

Reporting to the Chief Financial Officer (CFO), the Director of Finance provides high quality financial information (credible, reliable and accurate) as well as practical and timely advice, delivered in a cost effective manner. The Director of Finance also works closely with the Corporate Planning team, which also reports into the CFO. Clients / partners include OSFI Executive, Senior level committees, management, Government of Canada partners and supervised industries. Services include Financial Planning and Analysis, Financial Reporting and Analysis, Financial Policy and Projects, and Financial Operations. The Director organizes, interprets, and presents relevant financial information, including the identification of significant success/problem indicators and recommendations to senior management.

The Office of the Superintendent of Financial Institutions (OSFI) is an independent agency of the Government of Canada, established in 1987 to contribute to the safety and soundness of the Canadian financial system. OSFI supervises and regulates federally registered banks and insurers, trust and loan companies, as well as private pension plans subject to federal oversight.

Intent of the process

The immediate need is to staff one position with a language requirement of bilingual imperative CBC/CBC on an indeterminate basis.

This selection process may be used to establish a pool of partially qualified and/or qualified candidates, which could be used to staff similar positions at the Office of the Superintendent of Financial Institutions.

ESSENTIAL EDUCATION
- A university degree with specialization in accounting, finance, business administration, commerce, economics or another relevant field.
- A recognized professional accounting designation (CPA, CA, CGA, CMA).

Degree equivalency

ESSENTIAL EXPERIENCE
- Recent* and significant** experience in at least 4 of the 7 following areas:
o Resources management and budgeting;
o Financial analysis / decision support;
o Accounting Operations;
o Financial Policy and Internal Controls;

o Financial Reporting; and
o Costing.

- Experience in improving operational efficiencies and/or enhancing the value of financial management services within an organisation.
- Recent* and significant** experience, at the executive level, in providing strategic and expert advice and recommendations to senior executives*** on complex financial or management issues.
- Recent* experience in establishing and managing strategic partnerships with internal and external stakeholders to support organizational objectives.
- Recent* and significant** experience, at the executive level, in managing human resources**** and financial resources*****.

*Recent experience is defined as having been acquired within the last five (5) years.
**Significant experience is defined terms of both depth and breadth; i.e., has performed both a broad range of complex financial management activities and has acquired / demonstrated expertise in technical financial management areas over a minimum period of five (5) years.

****Managing Human Resources: Applicants must clearly demonstrate that, based on scope of subordinates, they were responsible for managing a team of 15-40 people (or more), including the management of human resources, for a period not less than (3) years. Some examples of managing human resources may include: assigning work, establishing performance objectives and indicators, developing resourcing plans, determining needs and approving training, etc.
*****Managing Financial Resources: applicants must show evidence of managing and being accountable for a budget for a period not less than five (5) years. Some examples of managing financial resources may include: full delegation for a budget, forecasting, planning, budget allocation, reporting, etc. Applicants must also indicate the size of the budget they managed.

OSFI's Ottawa location is downtown with easy access to shopping, restaurants, gyms, financial institutions and more. The building is less than a five minute walk from LRT and STO stops.

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
