Duties

The Director, Investigations - Rail/Pipeline is responsible for the conduct of independent safety investigations into selected rail and pipeline transportation accidents and incidents in order to identify the causes and contributing factors. The Director oversees the planning and conduct of the investigations, the preparation of investigation reports and various safety communications, the drafting of safety recommendations, as well as the communication of key safety messages to stakeholders and the public. The Director is also responsible for the tracking and follow-up of responses to safety recommendations and other safety communications, as well as for on-going communication and advocacy to influence changes that advance rail and pipeline transportation safety in Canada and around the world.

Work environment

The Transportation Safety Board of Canada (TSB) is part of the core public service administration named in Schedule IV of the Financial Administration Act (FAA) and is also subject to the Public Service Employment Act (PSEA). This being said the TSB is an independent arm's length agency that reports to Parliament through the President of the Queen's Privy Council for Canada. The TSB has a strong and credible reputation in Canada and around the world.

The TSB is a small organization with approximately 220 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner in 10 locations across Canada. Employees work in a collegial and collaborative environment.

EDUCATION:
Degree from a recognized university in a field related to the position being filled OR an acceptable combination of education and training and/or management experience in a field relevant to the position.

Degree equivalency

EXPERIENCE:
Recent and significant experience* in managing the delivery of projects, programs or operational activities in a field related to Rail or Pipeline transportation.

Recent and significant experience* in providing strategic analysis and advice, briefing and recommendations to senior management

Recent and significant experience* in establishing organizational priorities, in directing their development, implementation and managing the resulting changes.

Recent and significant experience in the management of human and financial resources. **

Experience in consulting, negotiating or establishing partnerships with national and/or international stakeholders.

* Recent and Significant experience is defined as the depth and breadth of the experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least 2 years within the last 7 years.

EDUCATION:
Graduation with a degree from a recognized university in engineering, science or human factors.

Degree equivalency

OCCUPATIONAL CERTIFICATION:
Project Management Professional (PMP) Certification.

EXPERIENCE:
Experience in representing Canada at international forums and conferences.
Experience in conducting risk assessments and developing risk mitigating strategies.
Experience in promoting and implementing a digital shift.
