Duties

Payment in Lieu of Taxes (PILT) officers work in teams with chartered real-estate appraisers and our Department’s Finance unit. PILT officers authorize payments to municipal administrations or school boards, in accordance with the provisions of the Payment in Lieu of Taxes Act (equivalent to municipal and school taxes). Officers execute, control and coordinate payment arrangements within the scheduled timeframe and check and calculate late charges and occupant default payments (building tenants).

PILT officers communicate with staff in all departments with custodial responsibilities related to PILT paid to various taxation authorities, then compile data on property values in order to establish financial plans and budgets for our federal departments. PILT officers serve as references and first-line responders for custodial departments and cities in Quebec for their enquiries and questions about the program, in order to propose solutions.

Intent of the process

The purpose of this process is to fill two indeterminate PILT officer positions in Montreal (Place Bonaventure).


A pool of partially qualified candidates may be created through this process to staff identical or similar positions at Public Services and Procurement Canada, Quebec Region. The duration, language profile, security requirements and/or location of these positions may vary according to the position to be filled.

EDUCATION
High school diploma or an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE

Degree equivalency

- Basic experience in one or more of the following areas: procurement, real-property or lease management, accommodation management or leasing, real-property project management, real-property valuation.
- Basic knowledge of municipal taxation.
- Basic knowledge of the basic principles of establishing property values, research techniques on land titles and techniques for determining the physical characteristics of buildings.
