Work environment

This position is located in a law enforcement environment which includes regular contact with uniformed and armed police officers.

Intent of the process

Anticipatory.
A qualified group of candidates may be identified and may be used to staff future vacancies (including similar positions, on a temporary or permanent basis, on a casual basis, at full or part time hours).

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Should a Public Service (PS) employee be found qualified and selected for appointment, notification regarding the PS appointment, if applicable, will be posted on www.jobs.gc.ca in accordance with the Public Service Employment Act.

Should a Civilian Member (CM) be found qualified and selected for appointment prior to May 21, 2020 (deeming date), the appointment will not result in a change of status to the Public Service (PS) category for the CM. Furthermore, CM staffing transactions resulting from this process will be administered in accordance with the Onboarding Transition Phase until deeming day.

Education:
A secondary school diploma or employer-approved alternatives.

Note:
The employer-approved alternatives to a secondary school diploma are:
1. A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
2. An acceptable combination of education, training and/or experience.

An acceptable combination of education, training and/or experience is defined as any two of the following:
Education: completion of 2 years of secondary school.
Training: classroom or on-the-job training related to the position being staffed.
Experience: depth & breadth of experience gained via the performance of duties related to Physical Security over a period of approximately 2 years.

Degree equivalency

Experience:
1. Experience in preparing technical correspondence and reports.
2. Experience in reading and interpreting architectural drawings (e.g. site and flooring layouts), to ensure they are compliant with requirements, and in completing site visits.
3. Experience in records management including file management, gathering information and inputting information into electronic systems.
4. Recent* experience in providing technical advice and guidance to clients.
5. Recent* experience analyzing complex information and making recommendations to management.
6. Recent* and significant** experience in effectively managing extensive workloads.

*Recent experience is defined as performance of duties within the past 2 years.
**Significant experience refers to the depth and breadth of experience normally associated with the performance of the duties on a continuous basis over a period of approximately 12 months.

2. Certified Protection Professional (CPP), Physical Security Professional (PSP) or other recognized security accreditation.

Experience:
1. Experience working as a Physical Security representative on medium to large scale capital projects, such as new office construction or renovation.
2. Experience in interpreting, security related policies, legislation, and standards, and applying them in a federal government or law enforcement capacity.
3. Experience in preparing designs in support of office accommodation or real property construction projects.
4. Experience in the establishment of organization-wide physical security systems.
5. Experience conducting Threat and Risk Assessments.

ORGANIZATIONAL NEEDS:

OPERATIONAL REQUIREMENTS:
1. Willingness and ability to travel as required.
2. Willingness and ability to work evenings, weekends, and overtime, on short notice as required.

Conditions of employment

1. Enhanced reliability status with top secret security clearance.
2. Must maintain a valid class 5 driver’s licence and be able to operate a departmental motor vehicle.
3. Must be willing and able to travel by all modes of transportation, including small and large aircraft, small and large marine vessels, trains, and motor vehicles, as required.

The successful applicant will have to obtain, as a minimum, an Enhanced reliability status with top secret security clearance. The process also requires a Security/Reliability Interview, a field investigation in matters of Criminal Activities, credit/finances, education, employment, references, etc.
