Duties

Assurance Services Group (ASG) within the Acquisitions Program provides contract cost audits and other related assurance services in support of the Contract Authority and their contract management duties.

Most of ASG's services are directed at large defense contracts, including ones performed by Canadian industry on behalf of foreign governments (primarily the United States).

ASG’s Manager of the Montreal office reports directly to the Senior Manager in the National Capital Region (NCR).

ASG is a group of professional auditors and accountants who are located across the country and report to the Senior Manager in the NCR. ASG is under the responsibility of the Price Support Directorate (PSD). PSD is also responsible for related financial analytical/advisory services in relation to the financial elements of government contracts.

In this position the incumbent will be required to, among others:

→ Manage a team of five (5) professionals or more of ASG, including human resources, project management, as well as quality of service;
→ Lead the planning, managing, and facilitation of complex audits and/or provide guidance to auditors in the field on complex issues and exceptions encountered;
→ Ensure that the objectives of each assurance engagement is understood by each team member;
→ Provide written deliverables and reports for colleagues and management;
→Take responsibility for quality assurance of deliverables in accordance with a well-defined professional practice framework;
→ Work with colleagues in other regions and other Directorate groups;
→ Assess significant risk associated with strategic, complex, and operational problems in order to determine the strategies and advise the stakeholders;
→ Provide expert advice to staff, departmental clients, and senior management on complex assurance issues related to account verification, trends and developments;
→ Stay current on the trends in audit, cost accounting, and related assurance services in the private and public sectors to develop, maintain and promote knowledge and understanding of contemporary assurance services practices;
→ Work with Legislation and policy instruments affecting public procurement.

Intent of the process

The immediate need is to staff one AU-05 position on an indeterminate basis.

A pool of partially qualified candidates may be established through this process to staff identical or similar positions with various locations, various tenures, various language requirements and/or security requirements, according to the position being staffed within the Department of Public Services and Procurement Canada.

EDUCATION:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in accounting, business administration, commerce, finance or some other specialty relevant to the position.

Degree equivalency

OCCUPATIONAL CERTIFICATION:

Be a member in good standing as a Canadian Chartered Professional Accountant (CPA, CA; CPA, CMA; CPA, CGA; CPA)

EXPERIENCE:

1. Significant and recent* experience in the provision of advisory, assurance or negotiation services in relation to the financial aspects of large-scale procurement or other related business lines.
2. Significant and recent* experience in leading teams and workload which consists of multiple concurrent projects.
3. Experience in providing briefings, formal reports and related documents.
4. Experience in presenting engagement results and recommendations to stakeholders including senior management and clients.

Definition:
*Significant and recent experience means 3 years within the last 5 years.

KNOWLEDGE:

1. Knowledge of Canadian Generally Accepted Auditing Standards
2. Knowledge of Cost Accounting Standards and Principles
