Application Development Database and Data Administration (ADDDA)’s main office is situated in Gatineau, Quebec currently located on Rue Montclair, near a shopping centre, bike paths, a walking trail, and restaurants and shops nearby. Parking is readily available at a relatively modest monthly fee, and local transit stops a few short steps from our doors. ADDDA will, likely in the near future, be moving to join the rest of the Information Management Branch team in downtown Gatineau (Hull Sector), where there is easy access to a wider range of resto-bars, cafes and shopping nearby. It is only a short walk to the parks surrounding the Theatre de l’île with walking trails and bike paths, as well as simpler transit access for those coming from Ottawa. A pool of partially or fully qualified candidates may be established to staff similar or identical positions within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs (CIRNA) with various linguistic profiles (English essential, French or English Essential, BBB/BBB) and/or requirement as well as tenures (indeterminate, deployment, acting, specified period, assignment, secondment) and/or the security clearance (reliability or secret), which may vary according to the position being staffed.

EDUCATION:
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. The recognized educational institution (e.g. community college, CÉGEP or university) determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
EXPERIENCE:
Experience in writing IM/IT technical documentation.
Minimum of one year experience in working in a software development team environment.
ASSET QUALIFICATIONS

CERTIFICATIONS:
The Information Technology Infrastructure Library (ITIL) Foundation Level.
Oracle Certified Professional (OCP) in Database Administration.
Data Management Professional Certification (DAMA).
Certified Software Tester (CSTE) Certification.
Certified Software Quality Analyst (CSQA) Certification.
Microsoft Certified Solutions Developer (MCSD).
Microsoft Certified Professional Developer (MCPD).
Any other recognized certifications which may be deemed relevant to the position(s).
EXPERIENCE
PROGRAMMER ANALYST - APPLICATION DEVELOPER:
Experience in system development or maintenance team environment using object oriented code, such as but not limited to .NET Framework, ASP.NET, C#, VB.NET, JAVA, etc.
Experience in system development or maintenance of systems using Android or Apple iOS.
Experience in the support and maintenance of COTS products such as Teamsite, CCM Enterprise, Ringtail, etc.
Experience working in a team environment using an Iterative or Agile development methodology.
Experience in using UML tools (ex. Sparx Enterprise Architect, MS Visio).
Experience in automated testing software tools.
Experience in developing SQL (Structured Query Language) or PL/SQL code.
KNOWLEDGE:
Knowledge of Web technologies, World Wide Web Consortium (W3C) accessibility standards and Government of Canada Web Standards (ex. WCAG, Web Experience Toolkit.
QUALITY ASSURANCE TESTER:
Experience in software testing of n-tier/multi-user applications.
Experience in reviewing technical specifications and developing test cases based on these specifications.
KNOWLEDGE:
Knowledge of types of Quality Control Software testing.
DATABASE ANALYST:
Experience in developing, implementing or maintaining relational data models.
Experience using Data Modeling Tool.
Experience in developing SQL (Structured Query Language) or PL/SQL code.
KNOWLEDGE:
Knowledge of data modeling concepts.
DATABASE ADMINISTRATOR:
Experience in database administration* activities for an Oracle or MS SQL Server databases.
Experience in Linux or Windows server environments.
Experience with Oracle Cloud Control.
Experience in developing SQL (Structured Query Language) or PL/SQL code.
*Examples of database administration activities are maintenance and support, installation and configuration of RDBMS software, migrations, upgrades, database backups and restores, monitoring, etc.

ASSESSMENT INFORMATION
You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed.
Various assessment tools may be used, such as, standardized tests, interviews, references, board member knowledge, etc.
Depending on the number of applicants, volume management strategies such as random selection, top-down approach and/or establishing cut-off scores to determine who will continue in the staffing process, may be used for the purpose of managing applications. Please note that although you may attain the established pass mark on any of the assessments used in this staffing process, management may decide to use a higher cut off score.
Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
