PSPC is looking to staff positions across the different branches in support of the following duties:

• Manage staff and activities of the unit comprised of multi-disciplinary teams engaged in the delivery of IT application development and maintenance services; manage the review and evaluation of technology proposals and the review and approval of technical reports.

• Negotiate contracts with vendors for the provision of IT application services and products.

• Provide and manage the provision of expert technical advice to clients on the manner in which IT business applications could assist in the achievement of policy or program objectives; assign and develop individuals and groups. Develop and implement IT standards and plans. Negotiate project development agreements with clients.

• Represent the IT Organization for the effective and efficient development and integration of business IT applications in consultations and negotiations with senior managers or officials within the Department, in other federal departments and other external organizations to seek common ground while partnering to move initiatives forward.

• Manage financial and human resources within the unit.

• Chair or facilitate project-related meetings with project sponsors, other stakeholders and vendor representatives. Chair or participate in departmental and inter-departmental meetings and committees as required.

• Maintain knowledge of trends and developments in application development and project management techniques and practices or other IT application development and management processes.

Intent of the process

ANTICIPATORY PROCESS: A pool of partially qualified candidates will be established through this process to staff identical or similar positions within the Public Services and Procurement Canada with various language requirements and various security requirements. The pool of partially qualified candidates may also be open to other Government Departments. These positions may be of different tenures. Please note that deployments at level may be considered to staff any available positions at any point during the selection process.

EDUCATION:
- Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed; or an acceptable combination of education, training, and/or experience relevant to the position.

Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

Degree equivalency

EXPERIENCE:
- Significant* experience managing, leading, or coordinating IM/IT operations, projects or initiatives.
- Significant* experience developing and managing relationships with clients, partners, or stakeholders in order to resolve complex** issues or implement complex** business IM/IT solutions.
- Recent*** and significant* experience providing analysis and advice on IM/IT strategies or plans to senior management (director level, or equivalent, or above).
- Recent*** and significant* experience leading or supervising a team of at least two employees (including students and casuals; but excluding consultants and contractors), including assigning duties to team staff and managing their performance.
- Recent*** experience in financial management, e.g. managing a budget, forecasting, planning, reporting or contract management.

Note:
* Significant is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of two (2) or more years.
** Complex is defined as having two or more of the following characteristics: multidimensional, affecting many partners or stakeholders, precedent setting, or having a major impact on IM/IT services or products.
*** Recent experience is defined as the experience acquired within the last five (5) years.

- Graduation with a diploma or degree from a recognized college or university.

- Professional training or certification in a relevant IM/IT discipline, such as:

• Business analysis (BABoK, etc)
• ITIL certification
• Enterprise architecture (TOGAF, Zachman, etc)

EXPERIENCE (ASSET)
- Experience developing and/or supporting an enterprise-level network environment and/or application deployment, such as PeopleSoft, SAP, Open Text Content Server, Microsoft SharePoint, and Microsoft Dynamics.
- Experience leading application maintenance or development initiatives.
- Experience analyzing business or functional requirements for IM/IT projects or services or developing IM/IT solutions to meet business needs.
- Experience managing IM/IT or IT-enabled projects using recognized project management methodologies.
- Experience developing and/or documenting security controls to contribute to the Security Assessment and Authorization (SA&A) of business applications.
- Recent* and significant** experience in two or more of ITIL-ITSM management domains such as Incident Management, Problem Management, Configuration Management, Service Management, Asset Management, Change Management or Release Management.
- Experience managing vendors and their performance and/or working on all phases of IT contracting, from developing IT statements of work and other contractual documents, to evaluating bid submissions.
- Recent* experience leading the delivery of accessibility and usability services including the provision of subject matter expertise and guidance on the design, development and implementation of inclusive information communication and technologies programs, services and projects.
- Experience in business relationship or client relationship/ management in an IT enabled environment to support the planning, execution and delivery of IT solutions for the respective partners.
- Experience in IT enterprise architecture in a GC setting or private company, such as business architecture, enterprise architecture, technical architecture; requirements gathering or analysis.
- Experience in client/user experience management, and/or experience in monitoring and tracking customer trends and needs.
