Intent of the process

At this time, there are eight (8) indeterminate vacancies in Ottawa, Ontario.

A pool of candidates may be established and may be used to staff similar positions in Ottawa within National Defence.

Applicants are encouraged to apply ONLY if they are willing and able to work in or relocate to Ottawa.

Candidates from outside the federal public service will be required to pay for their own travel (including travel for assessment purposes), and may be required to pay for their own relocation expenses.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
EDU1. Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience.
2. It is a recognized educational institution (e.g., community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager’s discretion, an acceptable* combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

* An acceptable combination of education, training and/or experience is defined as a minimum of a High School diploma plus a minimum of 5 years of Information Management (IM)/Information Technology (IT) experience.

Degree equivalency

EXPERIENCE:
EX1. Recent* & significant** experience in providing IM/IT support and also qualify in at least one of the following:

EX2. Recent* experience in Information System Security by either:
• providing advice and guidance relating to IT Security to end users;
• investigating and reporting IT security incidents; or
• gathering IT security requirements and providing recommendations.
OR
EX3. Recent* experience in at least one of the following IT fields:
• performing IT Security investigations or forensic analysis;
• providing IT technical assistance such as data/password recovery;
• hardware / software vulnerability assessment.
OR
EX4. Recent* experience with the IT life cycle process from planning, implementation, maintenance and/or decommissioning of classified systems.
OR
EX5. Recent* experience working with physical security systems – Close Circuit Television (CCTV), Access Control and/or Intrusion Alarms.

RECENT* experience is defined as having performed these duties for one (1) year in the last three (3) years.
SIGNIFICANT** refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate's responsibility over a three (3) year period cumulatively.

KN1. Knowledge of security concepts and legislation as it pertains to the handling and security of information.
KN2. Knowledge of IT investigations and vulnerability assessment tools, techniques and practices.
KN3. Knowledge of Networking, desktop and various Operating Systems.
KN4. Knowledge of physical security systems – Close Circuit Television, Access Control and Intrusion Alarms.

AEDU1: Certified Information System Security Professional (CISSP).

Degree equivalency

EXPERIENCE:
AEX1. Experience in the field of Security Assessment and Authorization (SA&A) or Certification and Accreditation (C&A).
AEX2. Experience conducting Threat and Risk Assessment (TRA) on IM/IT infrastructure.
AEX3. Experience in the monitoring and analysis of system and device logs for the detection and prevention of attacks and security breaches.
AEX4. Experience conducting the duties of an Information System Security Officer (ISSO) including either:
• investigating security breaches, incidents and preparing reports;
• providing IT security awareness briefings or training.
AEX5. Recent* and significant** experience working within the field of Emissions Security (EMSEC).
AEX6. Experience in planning and/or implementing of IT systems projects.

KNOWLEDGE:
Depending on the position being staffed ONE OR MORE of the following knowledge will be evaluated:
AKN1. Knowledge of the processes associated to the Security Assessment and Authorization and Threat Risk Assessment as per ISTG-33.
AKN2. Knowledge of the policies and standards related to EMSEC.
AKN3. Knowledge of Project Management best practices.

OPERATIONAL REQUIREMENTS:
Depending on the position being staffed ONE OR MORE of the following may be required:
1) Willingness and ability to work overtime, as required.
2) Willingness and ability to travel, as required.
3) Candidates must be willing and able to work at various sites within the NCR.
4) Candidates possess a valid driver license and maintain the license during the duration of employment.
5) Willingness and ability to be on call and provide standby support, as required.
