Intent of the process

The intent of this process is to staff five (5) positions on an indeterminate basis in the following streams:
- STREAM 1: Team Leader
- STREAM 2: Technical Advisor

A pool of qualified and/or partially qualified candidates could be established from this process and may be used to staff similar positions with various tenures.

Candidates must clearly demonstrate in the screening questionnaire how they meet the education and experience factors listed as essential on the statement of merit criteria. EDUCATION:
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Significant* experience in working with multi-disciplinary teams to develop, operate and support IM/IT solutions to meet business needs.

Significant* experience providing technical services or advice in at least one of the following areas:

o Web application development;
o Business Intelligence and analytics;
o Data Science (e.g. machine learning, artificial intelligence, etc.);
o Data Engineering (e.g. modelling, architecture, etc.);
o Business Analysis;
o Client Relationship;
o Quality assurance;
o IT security;

o Infrastructure/Operations;

Experience analyzing IM/IT requirements and/or developing or integrating solutions.

4. Experience in the development of technical documents such as: architectures, concept of operations, designs, procedures, specifications, reports OR standards.

5. Experience working in an environment using Agile software development methodology.

6. Experience in the review, development and application of business process models such as use cases, process maps, or workflow diagrams.

7. Experience developing applications using the following technologies:
o JSF, JPA and JBoss;
o C#, .NET, SQL;
o Java EE
o HTML/CSS and JavaScript following WCAG 2.0 guidelines.

8. Experience in working with key platform elements in support of application development, such as, network elements, security (for example firewall) elements, data center elements, database administration, application programing interfaces (API), code repositories (such as, DevOps or TFS).

9. Experience developing or implementing enterprise or complex solution architectures.

10. Experience working with Enterprise Architecture repository tools as solutions (such as Qualiware).

11. Experience conducting architectural evaluation, design and analysis of enterprise wide Data warehouse solutions.

12. Experience in the development, implementation and validation of business procedures.

13. Experience with Business Analysis Body of Knowledge (BABOK) methodologies.

14. Experience working with business intelligence and analytics software (e.g. COGNOS, Tableau, TFS, Power BI, etc.).

15. Experience with TM1.

16. Experience working with various Big Data technologies.

17. Experience in data science (e.g. Big Data, predictive data analysis, data trends analysis, and related products and services in support of these functions, whether common off-the-shelf (COTS) or open-source).

18. Experience in the creation and implementation of algorithms and statistical techniques to resolve data science problems.

19. Experience in data management or database management, such as, master data management, DAMA DMBok, ETL processing, EDW, data relationships, metadata management, governance catalog, or IBM Information Server and other similar products.

21. Experience with development or system administration on Enterprise Resource Platforms (ERP) such as Microsoft Dynamics 365, SAP, Oracle E-Business Suite or Oracle Peoplesoft.

23. Experience with PeopleSoft HRMS.

28. Experience working in a team to provide or deliver cloud services or managing cloud-based environments.

36. Experience in the design, integration, testing, implementation, operation and maintenance of IT security solutions such as:
o Endpoint security (for example: antivirus, data loss prevention, encryption, host-based intrusion detection/prevention, application whitelisting);
o Network security (for example: firewalls, intrusion detection/prevention, web proxy filtering, secure remote access/VPN);
o Cloud security (for example: Cloud Access Security Broker/CASB, automated/advanced threat protection, federated identity services);
o Security analysis (for example: enterprise vulnerability scanning, security information and event management/SIEM, cyber threat intelligence ingestion and reporting);
o Establishing secure environments in a variety of platforms, operating systems, environments or database technologies.

37. Experience conducting IT security assessments including:
o Threat Risk Assessment (TRA) and security assessment and evaluation based on ITSG-33;
o Vulnerability Assessment (VA) or Penetration Testing (PenTest);
o Designing and implementation of mitigations and remediation solutions.

38. Experience in IT security incident detection and response including technical analysis (e.g. network or endpoint forensics).

OPERATIONAL REQUIREMENTS:
• Willingness and ability to work overtime on short notice.
