Intent of the process

A pool of partially qualified candidates resulting from this staffing process will be established and may be used to fill similar positions with various tenures (Specified Period and Indeterminate) depending on the position being staffed. Once established, the pool will be valid for one (1) year with the possibility of being extended.

Education

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in social science, statistics or a law-related field.

(“Social science” includes economics, political science, sociology, anthropology, history, psychology, geography, criminology, international relations and other disciplines associated with social science.)

Degree equivalency

Experience – EC-04 for all positions

Experience in conducting quantitative and/or qualitative research and analysis on transportation safety, social or economic policies, programs or legislation, or regulations.
Experience in at least one of the following specialties: policy development, risk and/or trend analysis, transportation planning, strategic planning, performance measurement or program evaluation.
Experience contributing to the writing of documents such as briefing notes, reports, publications or presentations.
Experience conducting research and analysis on **complex issues or initiatives.
Experience in using computer applications for the collection, analysis and communication of statistical information.

**Complex involves at least two (2) of the following relevant criteria:
- Sensitive or high profile
- Multiple stakeholders
- Multi-year or multi-phase

Experience – for all EC-05 positions

Significant* experience in researching and risk and/or trend analysis for social, transportation safety or economic issues.
Experience in providing advice and recommendations on **complex matters to decision-makers based on evidence.
Experience in using computer applications for the collection, analysis and communication of statistical information
Experience participating in working groups or consultations and liaising with clients or stakeholders (e.g. internal or external partners or stakeholders)
Experience contributing to the development and implementation of tools, guidance, reports or policies in support of the production of business plans or corporate planning or reporting documents; or the production of performance frameworks or report; or the production of risk assessment or risk profiles.

*Significant experience refers to the complexity and diversity of issues handled and the level of autonomy demonstrated which is normally associated with the
performance of the duties for approximately three (3) years.

** Complex involves at least two (2) of the following relevant criteria:

Experience – EC05 specific to Coordination & Policy positions only

Experience interpreting or applying programs or policies which may include international instruments, legislations or regulations.

Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process. Management may also decide to use top-down selection at any stage of the process.

A cut-off score may also be used at any stage of assessment.

A top-down screening approach may be undertaken. Only the top ranking candidates may be invited to the assessment phase of the process.

Please note that for candidates applying from outside the public service, the Department will not reimburse travel expenses linked to the assessment process; however, every reasonable effort will be made to minimize travel costs for candidates who will undergo assessment.

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
