What we do
The program:
- develops policies and regulations under the Canada Shipping Act, 2001, the Marine Transportation Security Act, the Safe Containers Act, the Pilotage Act, the Canada Labour Code, Part II, the Coasting Trade Act, the Marine Liability Act and the Arctic Waters Pollution Prevention Act in consultation with industry stakeholders
- oversees the registration and certification of all Canadian marine vessels
- oversees the registration, training and certification, including medical fitness, of all seafarers
- oversees the licensing of pleasure craft, boating proficiency of recreational boaters, and the Boating Safety Contribution Program
- oversees the marine occupational health and safety program of federally regulated employers under Part II of the Canada Labour Code and the fundamental principle and rights at work for seafarers under the Maritime Labour Convention (MLC) 2006

Inspectors work in all climates in an environment of high stress due to the possible impact of error and real or potential conflict. A pool of qualified candidates may be established to staff similar positions across Transport Canada in the Pacific Region with various tenures (assignment, secondment, acting, specified period or indeterminate), various security clearance levels and/or various bilingual linguistic profiles.

EDUCATION:
Stream 1: Marine Safety Inspector - Master
- A secondary school diploma or an acceptable combination of education, training and/or experience AND possession of a Canadian certificate of competency as a Master, 3000 gross tonnage (GT) or higher.
-Candidates from the Royal Canadian Navy must possess a Surface (Major Warship) or Minor Warship Command Qualification in lieu of Master, 3000 GT.
OR
Stream 2: Marine Safety Inspector: Engineer
- Secondary school diploma OR an acceptable combination of education, training and/or experience; AND possession of a Canadian certificate of competency as a Third-class Engineer (Motor Ship or Steamship) or higher. Candidates from the Royal Canadian Navy must possess legacy MARENG Engineering Officer of the Watch Certification 3A, C, D, or E or higher.

Canadian/RCN certificate of competency.

EXPERIENCE:
Experience normally acquired over a period of at least TWO (2) years:
Stream 1: Marine Safety Inspector - Master
Experience as chief mate or navigation (deck) officer on vessels of at least 150 GRT). OR
Experience in marine design, construction, repairs, operation, inspection,
quality assurance or other marine related areas. OR
Experience in the technical or operational management of merchant ships, OR
Experience as commanding or executive officer of a major warship or experience as commanding officer of a minor warship of the Royal Canadian Navy or an equivalent combination of experience.
Stream 2: Marine Safety Inspector - Engineer
Experience as second engineer or third engineer on ships. OR
Experience in marine design, construction, repairs, operation, inspection, quality assurance or other marine related areas. OR
Experience in the technical or operational management of merchant ships, or
Experience as an Engineering Officer of the Watch (EOOW) or higher in a major warship or submarine of Royal Canadian Navy.

. Possession of the following Naval nautical certification: Surface (Major Warship) or Minor Warship Command Qualification
Stream2 - Engineer:
. Possession of a valid Canadian certificate of competency as a Second-class Engineer (Motor Ship or Steamship), or higher. OR
. Possession of the following Naval engineering certification: Certification 3A, C, D, or E or higher
EXPERIENCE:
Experience as a Master or Chief Mate on tugs, passenger or fishing vessels operating in Canada.
Experience as a Chief or Second Engineer on tugs, passenger or fishing vessels operating in Canada.
Experience as Commanding Officer and/or Executive Officer of a Major Warship or Commanding Officer of a Minor Warship operating in BC Coastal Waters.
Experience as an employer representative or health and safety committee member or representative with respect to the Canada Labour Code Part II or the equivalent provincial health and safety legislation.
Experience in the development or implementation of safety management systems.
Experience in the development or implementation of quality assurance programs or systems.
