Intent of the process

This selection process will be used to staff one (1) position indeterminately at the EX-01 group and level.

This process may be used to establish a pool of qualified candidates to staff similar or identical positions with various security requirements, various tenures (indeterminate, specified period, deployment, acting, assignment and secondment) and with various bilingual linguistic profiles.

EDUCATION

Graduation with a degree from a recognized university.

Degree equivalency

EXPERIENCE

Experience in managing the delivery of a program with operational objectives.

Experience in the gathering and evaluating of complex information in order to prepare decisions.

Experience in providing strategic advice to senior levels inside or outside of government on complex issues.

Experience in establishing cooperative working relationships with a variety of stakeholders within or outside the government.

Significant and recent experience* in managing human and financial resources.

Significant and recent experience* in implementing significant organizational change within a team.

DEFINITIONS:

“Senior level” is defined as high level officials, such as deputy ministers or chief executive officers or other equivalent levels as deemed acceptable by the selection board.

“Complex” refers to the following characteristics: multidimensional, involving many stakeholders and competing requirements.

Significant and recent experience* is understood to mean the depth and breadth of experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of at least three (3) years within the last five years.

“Managing human resources” is defined as directing or overseeing people/staff, including employee performance management, workload management, leading and directing teams through the setting of priorities, etc. Applicants must indicate the number of staff reporting to them, as well as the length of time.

“Managing financial resources” is defined as overseeing financial resources. Applicants must show evidence of managing and being accountable for a budget, which would include the responsibility for financial planning, forecasting and reporting. Applicants must indicate the size of the budget they managed directly, as well as the length of time.

Graduation with a degree from a recognized post-secondary institution in law

Degree equivalency

EXPERIENCE

Experience managing in the context of an administrative tribunal, regulatory agency or equivalent.

Experience working in an environment with a high level of parliamentary or media scrutiny.

Experience dealing with a high volume of complex material, primarily of a legal nature.

Experience as a decision-maker in an administrative tribunal.

ORGANIZATIONAL NEEDS

Placement of IRB employees affected by Workforce Adjustment (WFA):

In order to ensure placement of IRB employees affected by Workforce Adjustment (WFA), we are asking all affected employees who are interested in this position to apply. Since a pool of qualified candidates will be established from this process, we will proceed with the assessment of all candidates. However, should affected employees qualify; they will be appointed prior to other qualified candidates.

It is important to note that if an employee is no longer affected by WFA at the time of appointment, he or she cannot be appointed ahead of other affected qualified candidates.
