Work environment

Small Craft Harbours is a nationwide program run by Fisheries and Oceans Canada (DFO). More than 5,000 volunteers assist the program annually. It keeps the harbours that are critical to the fishing industry open and in good repair. The program operates and maintains a national system of harbours to provide commercial fish harvesters and other harbour users with safe and accessible facilities.

Intent of the process

The intent of this process is to immediately staff the Manager, Integrated Program Planning and Analysis (IPPA) position on a permanent basis (Bilingual imperative CBC/CBC). A pool of qualified candidates will be established and may be used to staff the Senior Program Advisor position at a later date. The pool may also be used to staff similar positions with various tenures, various language requirements and various security requirements.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION (Both Streams)
- Graduation with a degree from a recognized post-secondary institution in a field relevant to the position, or an acceptable combination of education, training and/or experience

Degree equivalency

EXPERIENCE (Stream 1 - Senior Program Advisor)
- Experience providing strategic and operational analysis, advice and recommendations to senior management*
- Experience in analyzing and reporting on matters that deal with complex issues, making recommendations, preparing reports and/or official correspondence for senior management*
- Experience in the development and coordination of project initiatives or strategic plans
- Experience representing senior management* in meetings and negotiations with stakeholders

*Senior management is defined as Director or above.

EXPERIENCE - (Stream 2 - Manager, IPPA)
- Significant* experience in financial resource management, such as budget planning and monitoring, financial analysis and reporting
- Significant* experience in providing strategic advice and recommendations to management
- Significant* experience supervising employees

*Significant is defined as experience associated with having performed a broad range of related activities, which could normally be acquired during a period of at least three (3) years

- Knowledge of the Small Craft Harbours mandate and its objective, its legislative and regulatory framework, relevant policies and programs including: Harbour Authority, rationalization and divestiture, and the broad spectrum of its clients and stakeholders
- Knowledge of the socio-economic and environmental factors related to coastal communities and their influence on the development of marine infrastructure

ASSET QUALIFICATIONS

Stream 1 - Experience working in Small Craft Harbours

Stream 2 - Post-secondary degree from a recognized university in Accounting, Finance, Business Administration, Commerce or Economics
Stream 2 - Member of a recognized professional accounting association

Both Streams - Experience in dealing with senior management and addressing issues through these senior management structures
