Duties

• Participates in the conduct of dangerous goods and means of containment facility inspections and investigations for multi-modal transportation; and initiates or recommends compliance and enforcement actions or measures for alleged infractions to the Transportation of Dangerous Goods Act, 1992 and related regulations and standards.
• Provides expert subject matter technical advice and guidance to a wide range of internal and external stakeholders, including the public on Transportation of Dangerous Goods (TDG) oversight programs.
• Participates in the design, development and implementation of the TDG regulatory compliance program.
• Participates in internal and external working groups, project teams, consultation committees and other initiatives on matters related to dangerous goods safety; and develops and maintains a consultative and authoritative network of contacts to promote a safe and secure national transportation system in Canada.
• Provides and supports formal and informal workplace learning and knowledge transfer through various means including job shadowing, coaching and mentoring.

Work environment

Transport Canada’s Transportation of Dangerous Goods (TDG) Directorate develops standards and regulations, provides oversight, and gives expert advice to promote public safety in the transportation of dangerous goods by all modes in Canada.

Regional Transportation of Dangerous Goods Inspectors must be leaders and skilled communicators capable of working effectively with others, exercising self-control, and adapting to the different needs of clients. Inspectors must sometimes take rapid, decisive action and must be able to negotiate, facilitate behavior change, and develop new competencies in various industries. Inspectors work in an environment of high stress due to the possible impact of errors and potential for conflict. In the course of ensuring the legislative requirements are respected, inspectors carry significant responsibility and accountability as their decisions have a direct impact on the safety of Canadians.

The work of Regional Transportation of Dangerous Goods Inspectors requires frequent travel to conduct inspection/investigation activities. Inspectors visit various types of sites such as warehouses, cross-dock facilities, airports, manufacturing facilities, hospitals/labs, railyards, waste facilities, etc. as required. The nature of the job duties requires a pre-employment medical clearance to be obtained as a condition of employment.

• Graduation with a degree from a recognized post-secondary institution with an acceptable specialization related to the position.
• Completion of a recognized Canadian police service training program (such as Royal Canadian Mounted Police, provincial, municipal or military).

Degree equivalency

Experience:
• Experience working in the dangerous goods industry or in a regulatory environment.
• Significant* experience in conducting investigations as it relates to enforcement.
*Significant is defined as at least one (1) year.
• Experience with emergency planning and response, with preference to dangerous goods incidents.
• Experience working in the rail industry, specifically with the maintenance of rail equipment or rail emergency response.
• Experience working in the civil aviation industry, specifically with involvement in the movement of dangerous goods by air.
• Experience in the design, construction, inspection or requalification of means of containment for the transportation of dangerous goods.
• Experience in risk-based activities such as writing detailed reports of outcomes, completing risk assessments, or using risk results for decision-making.
• Experience in planning and developing awareness sessions or information/guidance materials.
• Experience in preparing evidence for court proceedings.
