Work environment

This is an exciting time to join the Executive Team of Fisheries and Oceans Canada (DFO) in the Pacific Region.

The Department's main activities in the Pacific Region are management of fisheries; management of sustainable aquaculture; marine transportation services and safety; marine environmental protection and research; and management of federally owned small craft harbours. Wild Pacific salmon are an iconic species and an important natural resource that provides a range of social, cultural, economic, and environmental benefits to the West Coast. They are vital to our environment, providing nutrients to other plant and animal species, including the Southern Resident Killer Whales. They are also integral to West Coast First Nations traditional culture and heritage. The Government of Canada remains committed to protecting wild Pacific salmon for generations to come. Recently it was announced that we would receive $15 million in additional annual funding to support wild Pacific salmon research and management. Additionally, the Government of Canada is committed to a renewed relationship with Indigenous peoples, based on the recognition of rights, respect, cooperation, and partnership. Fisheries and Oceans Canada is working to modernize and strengthen its structures in order to support Indigenous capacity building and support their vision of self-determination.

The Pacific regional headquarters can be found in Vancouver, British Columbia. Numerous offices as well as five research centres are located throughout British Columbia and the Yukon.

DFO currently has a significant transformation agenda. The Department is committed to taking a fresh look at how it operates and is incorporating innovative practices into policy development and program design to improve how we serve Canadians and is looking for talented executives to advance this important agenda along with the many current and emerging Government priorities.

Intent of the process

A pool of candidates MAY be created and MAY be used to make indeterminate or acting appointments at the EX-01 group and level to staff current and future positions at Fisheries and Oceans Canada. All federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) may use this staffing process to appoint a candidate to its organization to a similar position if a pool is created.

EDUCATION :

Graduation from a recognized post-secondary institution or graduation from the Fishery Officer Career Progression Program.

EXPERIENCE:

Experience in leading teams and program management in an operationally complex environment to provide services or program delivery to a variety of client groups or stakeholders.

Experience in providing strategic advice to senior management or strategic responses to clients on complex and sensitive matters*.

Experience in establishing and maintaining partnerships and resolving conflicts with a variety of internal and external networks and client groups.

Recent** experience in managing human*** and financial resources****.

*Complex and sensitive Issues are normally defined as having at least two (2) of the following characteristics: multidimensional, of a delicate and confidential nature, affecting multiple partners or stakeholders, creating a precedent or having a major impact on the Department or the public service, or potentially attracting wide media coverage.

**Recent experience is understood to mean experience acquired within the last two (2) years.

EDUCATION :

REGIONAL DIRECTOR, POLICY

Master’s Degree from a recognized university in a field related to the position such as Economics, Public or Business Administration.

REGIONAL DIRECTOR, CONSERVATION AND PROTECTION

Graduation from RCMP Depot or Canadian accredited Provincial or Municipal ‎basic Law Enforcement training program

Degree equivalency

ASSET QUALIFICATIONS

EXPERIENCE :

AREA DIRECTORS:

Experience in managing aboriginal, recreational, or commercial fishery resource or aquaculture issues.

Experience in developing and implementing integrated fisheries management plans.

Experience in developing resource access policy, or licensing and administrative processes, used in managing aquatic and marine resources.

Experience in consulting and negotiating at senior levels with the fishing or aquaculture industry, or aboriginal groups or recreational fishing organizations.

Experience in managing multi-disciplinary teams.

REGIONAL DIRECTOR, POLICY

Experience in leading teams responsible for the provision of strategic policy advice and/or economic analysis.

DIRECTOR, OCEANS AND SALMONID ENHANCEMENT PROGRAM

Experience in the development, planning or delivery of oceans and salmonid enhancement projects.

REGIONAL DIRECTOR, REAL PROPERTY, SAFETY & SECURITY

Experience in the development, planning and delivery of major capital projects.

Experience in managing a large and diverse real property or safety and security program in a large operational department.

REGIONAL DIRECTOR, SMALL CRAFT HARBOURS

Experience in managing a large and diverse infrastructure portfolio in an operational department
