CANDIDATES MUST APPLY ONLINE
Candidates are not required to submit a cover letter. Instead, candidates will be asked to answer screening questions for each essential and asset criteria (education and experience) through the electronic application. Candidates will have to provide concrete examples, for each screening question, demonstrating how they have acquired the education and experience criteria in one or two paragraphs of 500 words or less. As this process may be used to fill multiple positions, additional qualifications (asset qualifications, operational requirements) may be used in the screening of candidates and/or to choose from among qualified candidates for specific positions. Health Products and Food Branch:
The Health Products and Food Branch’s (HPFB) mandate is to manage the health-related risks and benefits of health products and food by minimizing health risk factors to Canadians while maximizing the safety provided by the regulatory system for health products and food. HPFB provides information to Canadians so they can make healthy, informed decisions about their health by evaluating and monitoring food safety, as well as the quality, safety and efficacy of health products (including drugs, medical devices, biologic and genetic therapies, and natural health products) and veterinary drugs.
Regulatory Operations and Enforcement Branch:
The Regulatory Operations and Enforcement Branch’s (ROEB) mission is to inform and protect Canadians from health risks associated with products, substances and the environment. ROEB delivers and conducts compliance and enforcement activities, and complementary scientific programs, including field inspection, product sampling, compliance verification, enforcement measures and investigation. ROEB is also Health Canada’s centre for regulatory and policy expertise related to compliance and enforcement.
A list of qualified candidates may be created and could be used to staff similar positions with various tenures within Health Canada.

EXPERIENCE:
Significant* experience in setting strategic direction and providing strategic advice to senior officials (Assistant Deputy Minister and above, or equivalent executive in the private sector) on legislative, regulatory, scientific or policy issues
Significant* experience in establishing and maintaining partnerships with stakeholders such as other government departments, public sector institutions, industry (including associations), and non-governmental organizations
Experience in managing a large multi-disciplined scientific, regulatory, medical or health related organization
Experience in the management of human and financial resources (to be rated). (Please indicate number of employees supervised, as well as size and type of budget managed)
Definition:
*Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least three (3) years.
EDUCATION (Asset):
Graduation with a degree in science from a recognized post-secondary institution
Master’s, Ph.D., or doctor of medicine degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position

TOP DOWN APPROACH
Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment.
ASSESSMENT PROCESS
Other sources of information (such as performance agreements, talent management placements, work samples, board member knowledge etc.) may be used to assess the criteria identified on the Statement of Merit Criteria.
Various assessment tools may be used in this selection process, such as, standardized tests, interviews, references, etc.
Please note that achieving a pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a cut-off mark that is higher than the pass mark on any of the evaluations used throughout the selection process. Please note that one, some or all of the asset qualifications could be used at the screening stage.
OFFICIAL LANGUAGE IN THE PROCESS

VERIFICATION OF REFERENCE
Candidates will have to bring their list of references to the interview (2 most recent supervisors, 2 colleagues and 2 subordinates). Referees must have an in-depth knowledge of your work, and must be able to answer questions pertaining to your achievements and strengths.
The Assessment Committee reserves the right to contact references other than the ones submitted by the candidates (only within the Public Service), if found necessary, in order to make a suitable assessment of the candidates.
All the information collected during the selection process, (including behaviour and communication), from the time of application until the end of the process, may be used to assess the candidates.
