Who we are:
The Employment and Social Development Canada (ESDC) Innovation Lab teams up with internal policy, program and service delivery areas to design, prototype and test innovative solutions to the department’s most pressing challenges.
The Lab uses human-centered approaches, like design thinking and behavioural science, to develop evidence-based solutions that are empathically designed with Canadians, for Canada.
We are a multi-disciplinary team of designers, researchers, psychologists, system thinkers, policy analysts, organizational development practitioners, project managers, communicators, and economists. We are passionate about using our creativity and diversity to solve challenges together.

Who we are looking for:
Please refer to the Essential Qualifications for detailed requirements of each position.
• EC-04 - Provides support for projects and initiatives and works with a senior analyst or senior researcher. Has solid knowledge of the theories, methods and techniques related to design thinking/human-centred approaches.
• EC-05 - Provides advice to senior analysts and management, and manages and coordinates specific files. Participates in and leads components of project teams; recommends objectives, scope and terms of projects, recommends data and information requirements, research or study approaches.
• EC-06 - Leads and manages the work of multidisciplinary teams and is responsible for the providing advice, information and recommendations to managers and other senior management of the department. Negotiates and secures agreement on courses of action and activities to be undertaken for projects.

Intent of the process

The intent of this process is to establish a pool of partially or fully qualified candidates that can be used to staff multiple positions within the Innovation Lab at ESDC.

This process also aims at establishing a pool of partially qualified candidates to staff similar positions at ESDC with various tenures, various linguistic requirements and profiles and for various locations.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics, social science, cognitive science or other field related to human factors analysis, human systems design, or experimentation.

Notes: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

*Experience refers to the depth and breadth of experience normally acquired over a period of at least two (2) years.
E1 - Experience applying design thinking or equivalent human-centered methods to complex projects involving diverse perspectives.
E2 - Experience in analyzing and synthesizing quantitative and/or qualitative information from various sources to produce reports.
E3 - Experience in developing research and materials for collaborative, multi-perspective projects with a multidisciplinary team.

EC-05:
*Experience refers to the depth and breadth of experience normally acquired over a period of at least four (4) years.
E1 - Experience in co-designing fieldwork and conducting data gathering involving human subjects and social or psychological dynamics.
E2 - Experience in analyzing and synthesizing quantitative and qualitative information from various sources to produce reports or briefings for management or executives.
E3 - Experience in leading horizontal projects with multiple stakeholders using design thinking and/or behvaioural science methods with a multidisciplinary team.
E4 - Experience in designing tailored interventions and facilitating collaborative workshops using design thinking and systems thinking/organizational development methodologies for public sector initiatives.


EC-06:
* Significant refers to the complexity (depth and breadth) of experience normally acquired over a period of at least five (5) years.
E1 - Significant experience in leading fieldwork and conducting data gathering involving human subjects and social or psychological dynamics.
E2 - Significant experience in analyzing and synthesizing quantitative andqualitative information from various sources to provide oral and written briefingsto senior management (DG/ADM level, and/or C suite executives).
E3 - Significant experience in leading the planning, design and delivery ofconcurrent projects with a multidisciplinary team using design and systemsthinking methodologies for public sector initiatives.
E4 - Significant experience in managing relationships and negotiating interestswith multiple stakeholders (such as clients, other government departments,community and non-government organizations) towards common objectives.
