Intent of the process

The intent of this advertised process is to establish a pool of qualified candidates to staff positions in Dartmouth (NS). This pool may also be used to staff similar positions in the Maritimes Region for various tenures, language and security requirements according to the position being staffed.

EDUCATION
- Graduation with a degree from a recognized post-secondary institution with a specialization in fields related to Business Administration (Commerce), Public Administration, Biology, Management of Natural Resources (terrestrial or aquatic), Law, Environmental Science, Environmental Studies, or Economics
OR
- An acceptable combination of post-secondary education, relevant training, and recent and significant* experience related to the duties of the position.

* Recent and significant is defined as the depth and breadth associated with the performance of duties normally accumulated over a period of approximately two years, within the last five years.

Degree equivalency

EXPERIENCE
- Experience conducting research and analysis of complex issues in order to make recommendations that support management in making decisions
- Experience developing written materials in support of management such as reports, agreements, briefing notes, Memorandums of Understanding, etc.

ASSET QUALIFICATIONS
- A Master’s degree or higher from a recognized university with a specialization in fields related to Business Administration (Commerce), Public Administration, Biology, Management of Natural Resources (terrestrial or aquatic), Law, Environmental Science, Environmental Studies, or Economics
- Experience working in support of the management of fisheries: commercial, Indigenous or recreational fisheries. (Does not include recreational fishing for personal use)
- Experience in engaging and collaborating with Indigenous groups, non-government stakeholder organizations such as the fishing industry, or other governments
- Experience developing public policy recommendations based on scientific evidence and analysis
- Experience in fields related to Biology, Management of Natural Resources (terrestrial or aquatic), Law, Environmental Science, or Environmental Studies
- Experience working on the development or implementation of complex policies, regulations, or legislation

Positions may be staffed in three areas:
1) Aboriginal Fisheries Management
Within Fisheries Management, Aboriginal Fisheries Management is responsible for working with Indigenous communities in the Maritimes Region to advance Canada’s reconciliation agenda through the delivery of various fisheries related programs, the management of Food, Social and Ceremonial fisheries, and the negotiation of Rights Reconciliation Agreements. The CO-01 position will support Senior Advisors across all areas of work in Aboriginal Fisheries Management.

Key Duties:
• Assist in the development and delivery of grants and contributions agreements for programs such as the Aboriginal Fisheries Strategy (AFS), the Aboriginal Fund for Species at Risk (AFSAR), the Aboriginal Aquatic Resources and Oceans Management (AAROM) and Treaty Related Measures agreements.
• Support the development of the Food, Social and Ceremonial fishing licenses including the analysis of access requests made by Indigenous groups.
• Advance negotiations of Rights Reconciliation Agreements.
• Assist in the development of positive and meaningful relationships with Indigenous communities.
• Participate in meetings (take minutes, provide updates, etc.).
• Respond to information requests related to Indigenous programs.

2) Resource Management
Within Fisheries Management, these positions in Resource Management support the sustainable development of aquatic resources. These positions contribute to ensuring the proper analysis, integration, and alignment of the Department’s legislative framework, domestic regulations, policies, and practices with respect to the management of fisheries. The CO-01 position will support Senior Advisors across all areas of work in Resource Management.

Key Duties:
• Assist in the development and implementation of Integrated Fisheries Management Plans (IFMPs). This support entails monitoring throughout the lifecycle of the IFMP and revising as required to incorporate new or amended departmental policies/initiatives.
• Assist in the implementation of Sustainable Fisheries Framework polices, including the development of rebuilding plans, and fisheries monitoring plans.
• Support consultations and the development of management measures regarding fisheries interactions with species listed under the Species at Risk Act.
• Support the management of commercial fisheries with monitoring and analysis of landings data.
• Participate in meetings (take minutes, provide updates, etc.)

3) Licensing and Policy
Within Fisheries Management, the Fisheries Licensing Policy and Operations team works in a fast-paced, dynamic environment with the responsibility for administering various aspects of fisheries licensing, interpreting and applying policy and regulations, and managing fisheries data and information.

Key Duties
• Works closely with the licensing operations team to gather information and data on fisheries activities related to targeted licenses and license holders.
• Analyses information and data to support the building of cases to take action on instances where fisheries activities have been found to conflict with policy.
• Supports the coordination and implementation of appeal hearings.
• Maintains organized and accessible records of information, data, and decisions related to policy reviews.
• Supports policy and regulatory reviews by conducting research, analysis, and providing briefings, written reports, and supporting stakeholder consultation initiatives.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
